PALO VERDE NUCLEAR GENERATING STATION UNIT 2 Thank you for your letter of August 27, 1987, in response to our Notice of Violation and Inspection Report 50-529/87-19, dated July 30, 1987.
Based on the new information provided and review of procedure 30AC-9ZZ01, WORK CONTROL PROGRAM, 40AC-9ZZ15, STATION TAGGING AND CLEARANCE OPERATION
~LICENSE, and telephone conversations with your staff on September 30, and October 1 and 2, 1987, we agree that the Notice of Violation is not valid, and.our records will be amended to reflect withdrawal.
We can agree that your decision not to tag-out the single, remotely operated valve was within the flexibilityof your procedure.
It is clear, however, that the mechanics working on the system were unaware that they were separated from full reactor system pressure by that single valve.
The corrective actions delineated in your response are vital to the safety of personnel working on energized and energetic systems.
Should you have any questions concerning this matter, we will be glad to discuss them with your staff.
