Environmental and Special Projects Section Inspection Summary Inspection on August 29 and 30, 1979 (Report No. 50-483/79-09)
Areas Inspected: Routine, unannounced inspection of environmental pro-tection program including management controls; environmental program conduct; program results and audits; and a tour of the site construction activities. The inspection involved ten inspector-hours on site by one NRC inspector.
Results: No items of noncompliance or deficiencies were noted.

Management Control The licensee's administrative controls for the implementation of the environmental protection requirements for construction were examined and discussed. This examination included a review of the assignments of responsibilities and authorities for program management and program implementation.
The licensee's assignments of responsibility and authority for the environmental protection program management and implementation rest with tha Vice President - Nuclear, who has the ultimate responsibility for the construction and environmental program relating to the site and with the Manager - Nuclear' Engineering, who has the responsibility of supervising these progroms, including contract consultant activities.
The most recent Union Electric audit of Daniel International Corporation who implement the environmental program was conducted on August 22, 1979. Problem areas were identified and corrective action was implemented. According to a licensee representative, an audit of the environmental program is performed by a member of the Nuclear Construction staff on an annual basis.

Environmental Program a.
Visual Observations Section 3.1.2 of the Environmental Protection Program - Construc-tion Stage, Rev. 2, August 12, 1976 requires a monthly visual inspection of the entire site to check for unsuspected harmful effects or evidence of serious damage during facility construction.
This document implements Section 3.E(4) of the Construction Permit. Discussions with licensee representatives and a review of the environmental reports found that visual inspections have

been made from March 1976 through July 1979. Each environmental report lists problem areas noted and corrective action taken.
b.
Aquatic Monitoring The surface water quality monitoring program is designed to identify those chemical effluents which if released during construction activities, may inhibit aquatic organisms and in addition to monitor the discharge flow from the seven site settling ponds. Surface water sampling locations include:
below the outfall of the sewage treatment plant on Mud Creek; above and below the construction crossings on Logan Creek; and above and below the intake and di charge structure and the barge slip on the Missouri River.
Ground water levels are measured quarterly at several well locations on site to assure that adverse draw-down effects do not occur during construction.
Surface water quality asd ground water level monitoring records submitted by the licensee's consultant contractor were reviewed from March 1978 through July 1979. No discrepancies were noted.
No items of noncompliance or deviations were noted in the Environmental Program.

Site Tour The inspector toured the construction site to view construction activitie_s relative to the Environmental Program referenced in the Construct. ion Permit and the staf f's Final Environmental Statement.
Specific items examined included:
(1) site drainage retention ponds; (2) barge slip and intake and discharge stracture; (3)
sanitary land fill; (4) concrete batch plant and rock crushing operation; (5) pipeline construction; (6) transmission line con-struction; (7) sewage treatment plant, and (8) excavation spoil storage area.
No items of noncompliance or deviations were noted.
5.
Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection at the site on August 29, 1979. The inspector summarized the scope and findings of the inspection.
