Engineering Support Section 2 Inspection "ummary Inspection on August 7-9, 1979 (Report No. 50-483/79-08)
Areas Inspected: Reactor Coolant Pressure Boundary and Safety Related Piping work activity and records; Safety Related Piping welding activity.
The inspector involved a total of 19 inspector-hours onsite by one NRC inspector.
Results: Of the five areas inspected, no items of noncompliance or deviations were identified in four areas. One item of concompliance was identified in one area (infraction - failure to prescribe procedure -
Paragraph 2).

Functional or Program Areas Inspected 1.
Reactor Coolant Pressure Boundary Piping - Observation of Work and Work Activities The inspector observed the installation and handling of Reactor Coolant System Spool No. 2BB-01-S102 on drawing No. 03BB-01 and fit up of welds No. 2BB-01-F103 and No. 2BB-01-F014 on drawing No.
It was deternined that work activities were performed in accordance with the applicable procedures and good construction practices were adhered to.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure Boundary and Safety Related Piping -
Observation of Work and Work Activities The inspector toured the piping laydown areas 3 and 5.
It was determined that:
(1) spools were identified; (2) several spools are not resting on dunnage; (3) several spools are without end caps and (4) corrective actions for items (2) and (3) were initiated and corrected prior to the end of the inspection.
However, upon questioning the licensee's contractor (DIC) relative to the inspection and surveillance requirements of the piping in the layout area. The inspector was informed that DIC Material ControlOb-2-
.
Department has the responsibility for the inside and outside storage areas and surveillance of the layout down storage areas were frequently performed but no formal records were being kept.
It was further determined by the inspector that procedure has not been established for the inspection and surveillance of piping stored in the laydown area.
This condition is an item of noncompliance identified in Appendix A.

Reactor Coolant Pressure Boundary and Safety Related Piping - Welding Material Control a.
Review of Document The inspector reviewed the following documents: (1) Daniel International Corporation (DIC) Procedure No.
AP-VIII-02, Rev. 7, " Requisitioning Materials, Equipment and Services."
(2) DIC Procedure No. AP-VIII-05, Rev. 4, " Issuing Purchase Orders and Change Orders."
(3) DIC Procedure No. AP-VII-03, Rev. 3, " Material and Equipment Receiving and Inspection."
, (4) DIC Procedure No. WP-503, Rev. 8, " Control of Welding Consumables."
(5) Purchase Order, Receiving Inspection Report and Material Certification for ER308L welding rod with heat No. 760240; ER308 welding rod with heat No. 435066; E308L-16 electrodes with heat No. G3037 and lot No. 54381, heat No. 782839 and lot No. 54702, heat No. 759157 and 1r-Mo. 54221 and ER308L inserts with heats No. 462570 and No. 462571.
It was determined that the above documents met the PSAR, 10 CFR 50, Appendix B, and the applicable code requirements.
b.
Control of Materials The inspector toured the weld rod issuing trailer.
It was determined that (1) the welding materials are properly identified and segregated; (2) the temperature of the rod ovens is maintained; (3) records are properly kept and (4) issuance and return of welding materials are controlled in accordance with the approved procedure.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure Boundary Piping - Visual Examination of Weld a.
Visual Examination The inspector visually examined the High Pressure Coolant Injection System, Weld No. 03-F003 on drawing No. 03EM-03.
It was determined that (1) weld surface finish and appearance were acceptable and there was not evidence of wall thinning due to grinding; and (2) arc strikes and weld spatter were not evident.

Review of Records The inspector reviewed weld data sheet for the weld stated in Paragraph a above.
It was determined that (1) the records indicated specified inspections were completed; and (2) records are clear and legible.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure _ Boundary Piping - Review of Quality Records The inspector reviewed ASME data reports, shop travelers, NDE reports, material certifications, repair records and receiving inspection reports for the following piping spools: a.
Accumulator Safety Injection System, spool No. 2-EP-02-S008/232.
b.
Reactor Coolant System, spool No. 2-BB-04-S004/261.
c.
High Pressure Coolant Injection System, spool No. 2-EM-03-S002/231.
d.
Residual Heat Removal System, spool No. 2-EJ-04-S018/231.
The inspector determined that (1) the records indicated specified inspections were completed; (2) records are clear and legible; (3) applicable code requirements were met and (4) evidence to indicate the wall thickness of the 90 elbow used in spool No. 2-BB-04-S004/261 af ter forming or bending meeting the code requirement is unavailable.
This item is considered unresolved pending a review during a subsequent inspection.

Safety Related Piping (Welding) - Observation of Work and Work Activities a.
Welding of Root Pass The inspector observed welding of root pass of High Pressure Coolant Injection System weld No. 2EM-08-FW2 on drawing No.
3EM-08.
It was de ermined that: (1) proper welding procedure was used, (2) weleers were currently qualified and (3) physical appearance was acceptable.

Welding Beyond Root Pass The inspector observed welding of Main Steam System weld No.
2AB-01-F073 on drawing No. 03AB-01.
It was determined that: (1) applicable welding procedure was used; (2) welders were currently qualified; (3) welding procedure requirements were met; (4) work area was free of weld rod-stubs and (5) physical appearance was acceptable.
No items of noncompliance or deviations were identified.
. Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompliance, or deviations. Unresolved it-ms disclosed during the inspection are discussed in Paragraph 5.
Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection on August 9, 1979. The inspector summarized the purpose and findings of the inspection. The licensee acknowledged the findings reported herein.
