Thank you for your letter, dated April 25, 1988, in response to our letter and Notice of Violation, dated March 28, 1988. The NRC regional and headquarters staff have reviewed your response regarding visual examinations for watchpersons. The NRC has taken the position (see federal _ Register Notice, August 23,1978) that "unarmed security personnel should be exempt from vision arid hearing requirements unless required by assigned security related task identified in the licensee's plan." Although a specific task is not identified in your Training and Quslification Plan, Section 2.5 of the subject plan requires that contract security personnel meet the physical  :

requirements appropriate to their assigned security dutie It would seem reasonable that a watchperson is assigned to "watch" anc should be able to perform this functio Considering the general nature of Section 2.5 of your plan and your commitment to provide hearing and vision examinations for all security nersonnel in the future, we withdraw the violatio ,

We will review the implementation of your corrective actions during a future inspectio
