Dear David Rhoades:

On September 30, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Clinton Power Station. On October 17, 2024, the NRC inspectors discussed the results of this inspection with Greg Englehardt, Director of Engineering, and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Clinton Power Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

No findings or violations of more than minor significance were identified.

PLANT STATUS

Unit 1 began the inspection period at rated thermal power (RTP). On September 7, 2024, power was reduced to 75 percent RTP to perform a planned control rod sequence exchange. On September 8, 2024, the unit was restored to RTP. On September 15, 2024, the unit was derated to 94.5 percent RTP to reduce circulating water thermal discharge temperature to comply with the State of Illinois Environmental Discharge Permit requirement not to exceed 90 days with circulating water discharge temperature in excess of 99 degrees F. The unit remained derated at approximately 93 percent RTP until September 24, 2024, when the unit was returned to RTP.

The unit continued to operate at RTP for the remainder of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

Licensed Operator Requalification Program (IP Section 03.04) (1 Sample)

(1) Biennial Requalification Written Examinations The inspectors evaluated the quality of the licensed operator biennial requalification written examination administered on September 20, 2024.

Annual Requalification Operating Tests The inspectors evaluated the adequacy of the facility licensees annual requalification operating test.

Administration of an Annual Requalification Operating Test The inspectors evaluated the effectiveness of the facility licensee in administering requalification operating tests required by 10 CFR 55.59(a)(2) and that the facility licensee is effectively evaluating their licensed operators for mastery of training objectives.

Requalification Examination Security The inspectors evaluated the ability of the facility licensee to safeguard examination material, such that the examination is not compromised.

Remedial Training and Re-examinations The inspectors evaluated the effectiveness of remedial training conducted by the licensee, and reviewed the adequacy of re-examinations for licensed operators who did not pass a required requalification examination.

Operator License Conditions The inspectors evaluated the licensees program for ensuring that licensed operators meet the conditions of their licenses.

Control Room Simulator The inspectors evaluated the adequacy of the facility licensees control room simulator in modeling the actual plant, and for meeting the requirements contained in 10 CFR 55.46.

71152S - Semiannual Trend Problem Identification and Resolution Semiannual Trend Review (Section 03.02)

(1) The inspectors conducted a semiannual review of the licensees corrective action program for potential adverse trends that might be indicative of a more significant safety concern during the months of June through September of 2024. A specific trend related to service air system performance issues is documented in the Results section of this report.

INSPECTION RESULTS

Observation: Service Air System Performance Issues 71152S The inspectors performed a review of plant issues, particularly those entered into the licensees corrective action program (CAP) over the past several months. During their review, the inspectors noted that the licensee continues to experience performance issues involving the stations service air systems. Specific CAP entries reviewed by the inspectors included, but were not limited to:

- AR 4801875, Sudden Drops in Service Air Header Pressure, on September 15, 2024 The service air system is the source of air for the instrument air system. The service air and instrument air systems perform no nuclear safety-related function, with the exception of the automatic depressurization system backup air supply function and the containment/drywell isolation function. These functions have a high safety significance and are classified as such in the sites maintenance rule program. Only specific portions of the compressed air system are designed to the requirements of American Society of Mechanical Engineers (ASME),

Section III. Failure to maintain service air header pressures could lead to loss of instrument air and ultimately to a plant SCRAM due to SCRAM valves failing open and closure of main steam isolation valves.

The inspectors reviewed numerous ARs documenting issues with the service air system over the past few months and the potential affects to plant stability. The licensee also recognized the trend in service air system performance and documented it in AR 4790510, Trend IR:

Low Service Air Header Pressure, on July 30, 2024. These issues prompted the station to take several system outage windows to repair deficiencies and to evaluate modifying the preventative maintenance frequency. However, performance issues persist as seen by the most recent ARs documenting service air header pressure drops. At the time of documenting this observation, the site was tracking the latest issue on the priority work list. The above issues did not result in a plant transient.

The inspectors did not identify any findings or violations of NRC requirements in the course of this review.
