CLINTON POWER STATION - INTEGRATED INSPECTION REPORT 05000461/2024002
Dear David Rhoades:
On June 30, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Clinton Power Station. On July 18, 2024, the NRC inspectors discussed the results of this inspection with Andrew Krukowski, Plant Manager, and other members of your staff. The results of this inspection are documented in the enclosed report.
No NRC-identified or self-revealing findings were identified during this inspection.
Licensee-identified violations which were determined to be of very low safety significance and Severity Level IV are documented in this report. We are treating these violations as non-cited violations (NCVs) consistent with Section 2.3.2 of the Enforcement Policy.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Clinton Power Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. PLANT STATUS
Unit 1 began the inspection period at rated thermal power (RTP). On May 25, 2024, Unit 1 lowered reactor power to 77 percent RTP to perform a planned control rod sequence exchange and control rod scram time testing. On May 26, 2024, the unit returned to RTP and continued to operate at or near RTP for the remainder of the inspection period.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

71152A - Annual Follow-up Problem Identification and Resolution Annual Follow-up of Selected Issues (Section 03.03)
The inspectors reviewed the licensees implementation of its corrective action program related to the following issues:
- (1) Licensee identified that prior NRC approval should have been requested to release the Clinton Lake Marina property for unrestricted use. The inspectors reviewed the issue against the following success criteria identified in IP 71152, Section 03.04:
1. Deficient conditions associated with safety system performance or regulatory
compliance are promptly brought to the attention of main control room operators so operability and functionality can be assessed. When appropriate, TSs action statements or compensatory measures are initiated.
2. The licensee appropriately prioritizes issues in accordance with safety,
security, or radiological significance so that licensee resources and oversight are assigned commensurate with the actual or potential consequences of the issue in accordance with their problem identification and resolution (PI&R) program.
3. The licensee thoroughly evaluates issues to ensure that resolutions address
causes and extent of conditions commensurate with their safety, security, and radiological significance in accordance with the corrective action program procedure and quality assurance plan.
4. The licensee effectively schedules and completes corrective action
development commensurate with their safety significance using the work control process.
5. The licensee ensures the final corrective actions completed adequately
address the original issue observed.
6. The licensee tracks action tracking items to completion in the corrective
action program.
Inspector conclusions for this sample are documented in the Results section under 71152.
- (2) Review and assessment of the stations corrective actions following failure of protecting division 2 direct current (DC) motor control center (MCC) after the implementation of Engineering Change (EC) 641708, as documented in AR 4777232 on June 28,
INSPECTION RESULTS
Licensee-Identified Non-Cited Violation 71152A This violation of very low safety significance was identified by the licensee and has been entered into the licensee corrective action program and is being treated as a non-cited violation, consistent with Section 2.3.2 of the Enforcement Policy.
Violation: 10 CFR 50.83(a) requires, in part, that prior written NRC approval is required to release part of a facility or site for unrestricted use at any time before receiving approval of a license termination plan.
Contrary to the above, on September 17, 2003, the licensee failed to obtain prior written NRC approval before releasing a part of their facility for unrestricted use. Specifically on January 18, 2023, it was identified that the licensee transferred 172.7 acres of land from the Clinton Lake Marina to DeWitt County, Illinois, without obtaining prior written NRC approval.
Significance/Severity: Green. Severity Level IV. In accordance with the NRC Enforcement Policy, because this violation impacted the regulatory process it is being dispositioned using traditional enforcement. The licensee has submitted a request consistent with 10 CFR 50.83 seeking approval to release the land by letter RS-23-073 dated June 7, 2023, on the docket.
The property released meets the definition of non-impacted areas in accordance with 10 CFR 50.2 as it has no reasonable potential for residual radioactivity more than natural background and thus has no potential or actual consequences associated with its release.
The violation is categorized as Severity Level IV because no actual or potential safety consequences exist, and the violation was determined to be similar to traditional enforcement examples under Section 6.9.d of the NRC Enforcement Policy, dated January 12, 2024.
Corrective Action References: AR 4549014 Licensee-Identified Non-Cited Violation 71152A This violation of very low safety significance was identified by the licensee and has been entered into the licensee corrective action program and is being treated as a non-cited violation, consistent with Section 2.3.2 of the Enforcement Policy.
Violation: Title 10 CFR Part 50.65(a)(4), Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants, requires, in part, that before performing maintenance activities (including but not limited to surveillance, post-maintenance testing, and corrective and preventive maintenance), the licensee shall assess and manage the increase in risk that may result from the proposed maintenance activities.
Contrary to the above, from March 30, 2024, to May 22, 2024, the licensee failed to manage the increase in risk from a proposed maintenance activity which was implemented by the licensee in EC 641708. Specifically, the licensee identified that they had failed to display protected equipment postings on division 2 DC MCC as required per station procedure OP-AA-108-117, Protected Equipment Program.
Significance/Severity: Green. Using IMC 0609, Appendix K, Maintenance Risk Assessment and Risk Management Significance Determination Process, Flowchart 2, Assessment of RMAs, the inspectors determined the finding screened to very low safety significance (Green) because the incremental core damage probability was less than 1E-6 and the incremental large early release probability was less than 1E-7.
