Engineering Support Section 1 // / Inspection Summary Inspection on September 2 - 5, 1980 (Report No. 50-461/80-18) Areas Inspected: Observation and review of records associated with the installation and inspection of selected Class IE cable trays and supports; review of separation of redundant Class IE equipment; follow-up of noncom-pliance. The inspection involved 29 inspector-hours onsite by one NRC inspector.

The inspector also contacted other licensee and contractor personnel, including members of the quality, technical, and engineering staffs.
Licensee Action on Previously Identified Items (0 pen) Infraction (50-461/80-11-01) Not following procedures, involving improper storage of electric cable. The following corrections for Class IE (safety related) electrical cable storage at the cable storage yard were observed: Class 1E cable reels are stored on concrete pads in a segregated section of the storage yard which is marked by signs for Class IE cable. Also f within this storage yard are three other reel storage areas, one for i storage of non-safety related cable, one for cable receiving and another for cable cutting. Temporary cable is stored in a separate storage yard located across the road.
Class IE cable reels are identified by metal tags affixed to the reels
and also by a stripe of red paint on the reel above the metal tag.
Cable ends are protected by cable protectors and/or electrical tape. Cable reel marking is in accordance with Baldwin Associates Instruction E-001 dated April 9, 1980.
A Baldwin Associates training session record, form JV-387 dated September 4, 1980, was observed by the RIII inspector. The signatures of ten electricians appeared on this form indicating they had attended a training session on cable reel storage, i-2-i . - .- _ . - - - - -_- - -. . - -- -

Observation of Class IE Cable Tray Support Installations and Installa- , tion Records, !: nit I , The purpose of this part of the inspection was to establish that a.
selected Class IE electrical cable tray supports were installed and inspected in accordance with the applicable drawings, speci-fications, procedures, and instructions.
b.
The inspector reviewed design specifications and drawings, project procedures, QC inspection instructions, job instructions, weld inspection procedures, hanger travelers, and OC raceway installa-tion inspection criteria to determine installation and inspection requirements for cable tray supports.
c.
The RIII inspector examined the installation of CLiss IE cable tray supports for conformance to drawings, specifications and standards, and reviewed associated installation records against procedural requirements. The scope of the inspection included hanger locations, configurations, steel work, weld location, weld protective coatings, welder and QC inspecter identity and workmanship. The specific cable tray supports examined during this inspection were: E30-1003-01A-H67, E30-1003-01A-H68, E30-1003-01A-H69, E30-1003-01A-H70, E30-1003-01A-H71, and E30-1002-04A-H5. The examination of quality control inspretion records of t'e cable tray supports was not included in the scope r of this inspection.

Class IE Cable Tray Installation and Installation Records The purpose of this part of the inspection was to examine a.
selected Class 1E electrical cable tray installations for conformance to applicable drawings, specifications, procedures, instructions, codes, and standards.

The RIII inspector reviewed applicable design specifications and drawings, project procedures, licensee QA instructions, contractor QC inspection instructions, raceway / hanger installation and inspection procedures, raceway marking, raceway cards, contractor job instructions, and QC raceway installation inspection criteria forms.

Instal-
lation records were reviewed for completeness and adherence to l procedural requirements. The scope of the inspection included electrical and fire separation of redundant systems, identifica-tion, and workmanship. Cable trays inspected were nos. 10197B-CIE and 10197G-K1E. The examination of quality control inspection < records was not included within the scope of this inspection.
No items of noncompliance or deviations were identified in this area.

Independence of Class IE Motor Controllers a.
The purpose of this part of the inspection was to establish that selected Class IE redundant electrical motor controllers will be ' physically separated in order to assure independence of divisions 1 and 2 motor controllers.
b.
The inspector reviewed Sargent and Lundy electrical equipment locations for the motor controllers being prepared in the auxiliary building. The Class IE motor controllers included nos.
IAP04EB, IAP05EJ, IAP07EG, IAP09ED, in the 4160 volt systems and 1AP11E, IAP12E, 0AP05E, OAP06E in the 480 volt system.
The RIII inspector's review of electrical equipment layout c.
drawings and the observation of equipment location preparation indicate that for the Class IE motor controllers inspected, independence between redundant systems is being maintained by . separation distance.
No items of noncompliance or deviations were identified in this area.
Exit Inter'.iew The inspector met with licensee representatives (denoted in the Persons Contacted paragraph) at the conclusion of the inspection on September 5, 1980 and outlined the scope of the inspection along with a summarization ' ' of the results.
