IE Bulletin 79-04 The inspector reviewed the licensee's response to the subject bulletin, a letter from General Electric Company letter No. IP-1324 dated May 29, 1979 and Baldwin Associates approved supplier list.
It was determined that Velan Engineering Corporation is not an approved supplier.

Reactor Coolant Pressure Boundary Piping - Observation of Work and Work Activities The inspector observed the fit-up and alignment of Reactor Water Clean
'
Up System weld No. 1-RT-37-6-Q-1 on Traveller No. RT-37; rigging and handling on Nuclear Boiler System spool No. 1B21P018-C.
The inspector determined that work activities were performed in accord-ance with the applicable procedures and good construction practices were adhered to.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure Boundary and Safety Related Piping -Welding Material Control a.
Review of Documents The inspector reviewed the following documents:
(1) BA procedure No. BTS-402. Revision 14, " Procedure Specifica-tions for the Procurement, Storage and Control of Welding Filler Materials" (2) BA procedure No. BTS-402 (GE/ Weld Control), Revision 3,
" Procedure Specification for the Procurement, Storage, and Control of Welding Filler Materials" (3) Receiving Inspection Reports, Material Certifications, and Purchase Orders for ER308L welding rods with lot No.
C3548R308L and No. D3548R308L; E70S-2 welding rods with heat No. 065094; E7018 electrodes with heat No. 48949 and lot No. 026B620, heat No. 48985 and lot No. 026B618, heat No. 644657 and lot No. 026B208.
It was determined that the above documents met the PSAR, 10 CFR 50, Appendix B, applicable code and procedure requirements except that the phosphorus content (0.041%)
in the E7018 electrodes with heat No. 48949 and lot No.
026B620 exceeded GE/ Weld Control procedure (0.030 %).
However, the inspector determined that the electrodes in j
question were not used in the GE welds (paragraph 3)
observed by the inspector during this inspection.
It was suggested to the licensee that a review be made to ascertain that the electrodes in question were not used on GE welds.

Control of Materials The inspector toured the welding material issuance station.
It was determined that (1) the welding materials are properly identified and segregated; (2) the temperature of the rod oven is maintained; (3) records are properly kept and (4) issuance and return of welding materials are controlled in accordance with approved procedures.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure Boundary Piping -Observation of Welding Activities The inspector observed the following welding activities:
Reactor Recirculation System weld No. B9 on traveller No.

Reactor Water Clean-up System weld No. 1-RT-37-6-Q-1 on traveller No. RT-37 Nuclear Boiler System weld No. C5 on traveller No. IB21D302C-A-FI c.
and weld No. B5 on traveller No. 1B21-D302B-A-FI It was determined that (1) work was conducted in accordance with traveller; (2) proper welding materials were useo; (3) welding pro-cedure requirements were met; (4) work area was free of weld rod-stubs; and (5) physical appearance was acceptable.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure Boundary and Safety Related Piping -Welder Qualifications The inspector reviewed the following documents:
BA procedure No. BTS-401, Revision 10, " General Welding Procedure a.
Specification" b.
Qualification records of ten randomly selected welders who performed welding on welds stated in paragraphs 3, 5, and 7 The inspector determined that the above documents met the requirements of ASME B&PV Code Section IX.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure Boundary Piping -Special Welding Application The inspector observed the following repair work activities:
Weld repair of Nuclear Boiler System weld No. B3 on traveller a.
No. 1B21-D302B-A-FI b.
Removal of defect on Reactor Recirculation System weld No. B9 on traveller No. B33-G001-B It was determined that (1) work was conducted in accordance with traveller; (2) proper materials were used and (3) procedure require-ments were met.
No items of noncompliance or deviations were identified.
6.
Safety Related Piping -Observation of Work and Work Activities The inspector observed the fit-up and alignment of Residual Heat Removal System weld No. 1-RH-9-16 on traveller No. RH-9-B.
It was determined that work activities were performed in accordance with the applicable procedures and good construction practices were adhered to.
No i'. ems of noncompliance or deviations were identified.
7.
Safety Related Piping -0bserva' tion of Welding Activities The inspector observed welding of the Nuclear Boiler System weld No. W1 on traveller No. IB21-D302D-A-SF and the Shutdown Service Water System weld No. 1-SX-8-8A on traveller No. SX-8-A.
It was determined that (1) work was conducted in accordance with traveller; (2) proper welding materials were used; (3) welding procedure require-ments were met; (4) work area as free of weld rod-stubs; and (5)
physical appearance was acceptable.
No items of noncompliance or deviations were identified.
Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted paragraph) at the conclusion of the inspection on July 31, 1980.
The inspector summarized the purpose and findings of the inspection. The licensee acknowledged the information.
