w-458/90-26.

The inspection was conducted by &ssrs. Ford and Ioveless during the period of September 5 through October 16, 1990, of activities authorized by NRC Oper.ating License NPF-47 for River Bend Station - Unit 1.

h. River Dend Station Updated Safety Analysis Report (USAR), Section

.9.5.3.1.1,-

dated August 1987, states that

."The station lighting systems

provide lighting intensities at levels reconmended by the Illuminating

"

Engineering Society and in accordance with current OSHA requirements."

OSHA-good practice procedures give, as a rule-of-thumb, 20-30 foot-candles for areas where services are performd and 50-60 foot-candles for areas where tasks are being performed.

-N Illu:ninating Engineering Society Handbook, Section 9,

" Electric Generating Station," reccamends illuminance levels for nuclear powr at 15' foot candles for uncontrolled auxiliary building areas.

. Contrary to the above, on October 3,1990, lighting in D tunnel did not meet these requiremnts in that approximately 75 percent of the lights in the tunnel ;were, burned out and the intensity was such that valves and piping could only be'seen with'the aid of a flashlight.

REASON EUR THE DEVIATION D tunnel is not a normally traveled plant -area.

It is assigned.to the Electrical Foreman to patrol.on a weekly basis.. Due to increased activities

_l for Refueling' Outage No..-3 (RF-3) preparation, this-patrol was not performed

'for two months prior to 'RF-3.

This is the primary cause for the lack of lighting in D tunnel.

cCORRECTIVE STEPS WHICH HAVE BEEN TAKEN AND THE RESULTS ACHIEVED

-

Inmediately upon notification of, inadequate lighting _ this area was relamped.

In addition,- Electrical-Maintenance made a patrol of the entire plant

'

including areas of infrequent; travel.-

CORRECTIVE STEPS WHIOi WILL BE TAKEN 10 ' PREVENT FURTHER DEVIATIONS The weekly patrols of Electrical Maintenance Ibreman will restune following RF-3.

In addition Eto these patrols a " HOT" line has been set up in the Electrical Supervisor's office which will allow individuals to-report-poor

lighting ; problems.

This "fKyr" line is connected to a-recorder which allows 24-hour access and also allows for a review by the Electrical Supervisor on a daily work day basis.
