Introduction Systematic Assessment of Licensee Ftrformance (SALC) is an integrated NRC staff effort. collect available coservaticns and dan en an ' annual basis and evaluata licansee perfemanca utilizing tnese data and ocsarvatiens as a basis.

Our examination at the sita substantiated the allegation and the c:mponents were sent back to tne vendor j

for rework and reinspection.

The sec:nd was by the same vendor regarding a group of seismic restraints that did not recaive full penetration welcing as -

specified.

Succort Svstams includine HVAC. Radwasta and Fire Protection The licensee's accifcation of support systams, other than those involving concrete or piping systams (areas 2 and 3 above), are essentially limitad to HVAC, racwasta, and the fire protection systam.

During the appraisal period, NRC inspections were directed toward review of the licensee's audit program for monitoring the subcontrac:ces installing HVAC and fire protaction systems.

The succontrac:ce pr: grams had been evaluated in an early appraisal period and found adequata for the work involved.

The licansaa's audit program was also found to be effective in monitoring tassa'

activities.

This evaluation was basac upon tne three primary areas where tne c:nstruction efforts, and, therefore, the NRC inscoction effort, were directad; i.e., piping, electrical, and ing:rumentation installations.
