Areas Inspected:. Routine, unannounced inspection of construction activities including site tour; observation of work and review of records for safety related welding activities in Unit No. 2; observation of work and review of records for safety-related electrical activities in Unit No. 1; and follow up of previously reported unresolved items.
The inspection involved 63 inspector-hours by two NRC inspectors.

Follow Up of Previously Reported Unresolved Items (Closed) Unresolved Item (50-445/80-28; 50-446/80-28):
Incorrect Designa-tion of QC Hold Points on Weld Data Card.
The licensee performed a review of 600 Weld Data Cards which represented approximately 20 percent of the outstanding Weld Data Cards and found no QC hold point errors.
The NRC inspector reviewed an additional 25 completed Weld Data Cards and found no QC hold point errors.
The Weld Data Card with the QC hold points erroneously marked is therefore considered an isolated case.
The NRC inspector had no further questions on this matter.
(Closed) Unresolved Item (50-445/79-06; 50-446/79-06):
Non-Class IE Cable Tray in Seismic Category I Structures.
The NRC inspector reviewed the following procedures:

The precedures adequately address the quality assurance requirements and acceptance criteria for non-Class IE raceway and supports in Seismic Category I structures.
This item is considered closed.
3.
Site Tour The NRC inspectors toured the Reactor Building, Auxiliary Building and Control Building for Units 1 and 2 to observe construction in progress and to inspect housekeeping.
No violations or deviations were identified.
4.
Safety-Related Welding Activities - Unit 2 The NRC inspector observed the welding of a butt weld in the Main Steam (MS) system and three butt welds in the Component Cooling (CC) system which were identified as follows:
FW 11A in Line No. 32" MS-2-03-1303-2 on Isometric Drawing MS-2-RB-26; FW 3-1 and FW 3-2 in Line No. 8" CC-2-249-152-3 on Isometric Drawing CC-2-RB-084; and FW 7A in Line No. 8" CC-2-203-152-2 on Isometric Drawing CC-2-RB-97.
In the areas inspected, no discrepancies were noted concerning welder qualification, procedure compliance, material control and weld documentation.
The NRC inspector selected five field welds for visual examination and found the final weld surfaces to be consistent with the requirements of Procedure CP-CPM-6.9 and ASME B&PV Code,Section III, 1974 Edition includ-ing Summer 1974 Addenda for Class 2 components, The field welds observed were:
FW 13 and FW 14 in Line No. 4" SI-2-300-1501R-2 on Isometric Drawing SI-2-SB-013; FW 2 and FW 3 in Line No. 16" CT-2-001-151R-2 on Isometric Drawing CT-2-SB-29; and FW 2 in Line No. 12" CT-2-005-151R-2 on Isometric Drawing CT-2-SB-05.
The NRC inspector also observed various phases of welder qualification testing for nine welders that included:
testing, training before retest-ing, retesting, surveillance of qualification testing, bend testing and l
radiographic examination.
Qualification of welders was observed to be consistent with requirements of Procedure WES-16 and ASME B&PV Code,

l Section IX, 1980 Edition including Summer 1980 Addenda.
No violations or deviations were identified.
5.
Electrical Systems and Components The NRC inspector reviewed receiving and installation records for safety-related electrical equipment.
These records were reviewed to determine compliance with CPSES Final Safety Analysis Report, 10 CFR Part 50, IEEE and NEMA Standards, and the appropriate Gibbs & Hill Specifications.
