INSPECTION REPORT NO. 50-424/85-34 On July-1-2, 1985, the NRC performed an inspection in Boston, Massachusetts of-Stone and Webster Engineering Corporation's (SWEC) preparation for the Indepen-dent Design Review (IDR) portion of Vogtle's Readiness Review Program.
The objectives of the inspection were to ensure that the individual discipline review checklists would support the IDR program plan and also contained sufficient technical detail to achieve the program objectives.
On July 29, 1985, through August 2, 1985, the NRC performed an inspection in Los Angeles, California of SWEC's implementation of the IDR program.
The objectives of this inspection were to ensure that the program was being imple-mented in accordance with the approved program plan and supporting checklists, and to ensure that the review was being conducted in sufficient technical depth to achieve program objectives.
The results of both of these inspections are documented in the enclosed inspec-tion report. Based on these two inspections, we have the following general comments regarding the Vogtle IDR:
(1) The IDR team was not examining design process effectiveness, but only examining specific portions of the design for technical adequacy.
However, the Georgia Power Company representatives stated that design process effectivene:;s and generic implications of IDR findings would be investigated and re:;olved upon completion of the IDR as part of the Vogtle Readiness Review Program.
(2)
In several instance:;, review work had been performed but had not been documented on the checklists; consequently, these areas were essentially not available for NRC inspection. The importance of supporting documentation to provide an auditable trail of information was emphasized.
(3) There were concerns as to the auditability of the final report.
Open items and check sheets should be cross-referenced such that it is possible to proceed from either to the other.
(4) A good interchange of information was noted between the IDR discipline reviewers.

(5) Considering the totality of design areas being reviewed by the IDR team and the thoroughness of the IDR team reviews completed to date, the NRC felt that, subject to correction of inspection report items, the Vogtle IDR was proceeding satisfactorily. However, the NRC team expressed concern that the scheduled time remaining to complete the review might not be sufficient and indicated that the foregoing conclusion assumes the current program will not be cut short due to schedule constraints.
Both the general open items and the specific open items will be examined during the next inspection of your IDR program, subsequent to the issuance of the IDR final report.
