Unresolved Items Unresolved items were not identified during the inspectio . _ Independent Inspection Effort Construction Progress The inspector conducted a general inspection of reactor building, auxiliary building, the control building, and the emergency diesel generator building to observe construction progress and construction activities such as electrical installation, material handling and control, housekeeping and storage.

The inspector observed circuit testing, work in process, and equipment turned over to Nuclear Operations. The inspector observed technicians doing wire checks on 5KV switchgear and work on the disassembly of one of the Transamerica DeLaval emergency diesel generator The inspector observed the interior of several sections of the main control boar Within the areas examined, no violations or deviations were identifie . Electrical Cable - Work Observation (51063)

The inspector examined storage of reel C468-004 and 6 other reels which were stored in the control building. The reels were stored in a clean area which exceeds the level D storage. The reels are identified with a metal tag which has the site reel number stamped on it. The reels are stored properly inside the control building within a designated storage area. There appeared to be adequate inspection staff assuring that the cable was properly store The inspector examined ten cables which had been pulled but not terminate The cables selected are listed belo CABLES 1BYEll3LB 1AA0201SG ABH12513SD 1BHV495BXA 1AHV495AXA ABH1251WB ABH12511SE ABH12511SD ABH12513WB ABH12513SE The inspector examined the cables to assure that the specified cable was installed. The routing of cable was verified by the latest cable car Each cable was identified on both ends with a paper tag identifying the cable numbe The inspector verified that the cable bend radius was adequate. The cable separation was maintained. Cables of different power levels are segregated. There was no evidence of damage to the cables. The installed cables and raceways appeared to be protected from any construction damage. All cabinets, terminal boxes, raceways, and devices examined were clean and free of debris. The QC inspections were made by qualified inspectors and the documentation was complete and timel The inspector examined several deviation reports (DRs) which are used to

! document nonconforming items. One report, DR10702, noted that non-class IE cable sleeves had been used on class IE cables. The NRC inspector followedup on this notatior, and found that construction had issued a field change request (E-FCRB-843) changing the bill of material to add Raychem WCSF-050-40-U and a purchase request was issued to procure the sleeve These sleeves were requested for non-class IE usage to insulate the drain were that goes to ground on non class IE cables. The V designator in the above model number indicates that the hot melt radiation resistant adhesive is not required and that it is not qualified for class IE installation . . _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _

The sleeves were ordered on purchase change order number 42 to purchase order PAV4006 The purchasing agent was informed that Raychem does not produce the WCSF-050-40-U but did have WCSF-050-40-N. The N designator indicates that the hot melt radiation resistant adhesive is required and l- that the material is qualified for class IE installations. The purchasing )

agent contacted the designer and was told that the nuclear grade was acceptable. The nuclear grade was ordered and receiving inspection verified that nuclear grade material was received. This material was issued for both class IE and non class IE installations. The licensee has issued a new field change request (E-FCRB-11846) to document the change from the non nuclear designator to nuclear grad The licensee also issued a construction specification change notice number 412 to specification X3AR01, E9 to specify nuclear grade material be used for all usage The OR was dispositioned use as is and has been close Within the areas examined, there were no violations or deviations identifie I e
