SUBJECT: INSPECTION REPORT N0. 50-416/86-24 Thank you for your response of October 17, 1986, to our Notice of Violation issued on September 19, 1986, concerning activities conducted at your Grand Gulf facility under NRC License No. NPF-29. We have evaluated your response and found that it meets the requirements of 10 CFR 2.201. However, we do not concur with your comments on Violation 50-416/86-24-0 The. yard fire hydrants are required to provide protection for the permanent plant nuclear related structures from exposure fires from transients and other yard area buildings and equipment. The Technical Specifications for Grand Gulf lists those hydrants which were considered more important from a nuclear safety standpoint. These hydrants are needed to meet the plant's overall defense in depth fire protection concept. The identified inoperative hydrant No. 0024 is one of the hydrants required to provide protection for the fire protection system pumphouse. This pumphouse provides the water supply for the entire plan Hydrant D024 was found to be inoperative by the licensee due to a closed curb valve. This is a violation of Technical Specification Section 3.7.6.6. It was assigned a low severity level by Region II due to availability of additional fire hydrants within the area. This violation is vali During our review, we noted that the reference to reporting requirements 10 CFR 50.73 (a)(2)(1)(C) in our Notice of Violiation was in error. This reference should read 10 CFR 50.73 (a)(2)(1)(B).
