The inspector described the areas inspected and discussed in detail the inspection findings. No dissenting comments were received from the licensee. The following new items were identified during this inspectio Inspector Followup Item 50-416/86-28-01, Triaxial Strong Motion Accelerometers Modifications , paragraph The licensee did not identify as proprietary any of the materials provided to or reviewed by the inspector during this inspectio .- Licensee Action on Previous Enforcement Matters (25529) (Closed) Unresolved Item 416/82-52-01, Piping Analysis Seismic Response Spectra. This item involved an error in the enveloping of seismic response spectra'for 2% SSE curves for elevation 161.83 of Containment and Drywell. The error was caused by an error in the transposition of the Bechtel generated response curves to numerical tables for computer input. The inspector reviewed audit notes from RCI meeting, dated

July 27, 1982, listing the action items required to resolve this ite Also reviewed was the letter from MP&L to BPC, dated July 28, 1982, detailing a Corrective Action Request (CAR) 626, initiated July 28, 1982, to implement the corrective actio A letter, dated September 28, 1982, from BPC to MP&L verifies completion of CAR'626. The final letter reviewed was a letter from MP&L to BPC closing CAR 626, which completes the action items required to close the Unresolved (UNR) item. This item is considered close (Closed) Unresolved Item 416/82-52-02, Pipe Support Analysis and Inspection Records. This item involved the completion of the licensee's commitment to perform a 100 percent walkdown of CRD pipe supports and restraints. 4 IE Bulletin 79-07, Seismic Stress Analysis of Safety-Related Piping Document Review The inspector reviewed the following documents to determine whether the IE Bulletin 79-07 requirements have been adequately addressed and implemente Parameter Report IE-141, dated January 1985, stating that the IE Bulletin 79-07 is closed for Unit Letter MP&L to NRC, dated July 13, 1979, forwarding a complete and final response to the IE Bulletin 79-0 Bulletin Closure The inspector has reviewed the above documents and determined that the requested actions of the bulletin have been acceptably addressed. This Bulletin is considered closed for the purposes of the Regional Inspection Programs. 5 Plant Modifications - License Condition 2.c(7)

Operating License Section 2.c(7) addressed concerns described in the Safety Evaluation Report required installation of triaxial strong motion accelerometers (SMA) on reactor support The inspector examined the licensee's Design Change Package (DCP), number 81/5018, Revision 1, approved June 13, 1986, to verify that the required modifications were in accordance with the license condition and other regulatory requirement During the inspection covered in this NRC report, the licensee's work on the Triaxial SMAs was still in progres The licensee's completion of this license condition will be verified in subsequent inspections and is identified as Inspector Followup Item 416/86-28-01, Triaxial Strong Motion Accelerometers Modification Within the areas examined, no violations or deviations were identifie s
