SHEARON HARRIS NUCLEAR POWER PLANT - NRC EXAMINATION REPORT 50-400/2002-301

Dear Mr. Scarola:

During the week of August 26, 2002, the Nuclear Regulatory Commission (NRC) administered operating examinations to employees of your company who had applied for licenses to operate the Shearon Harris Nuclear Power Plant. The enclosed report documents the examination results and findings which were discussed on August 28, 2002, with members of your staff.

The written examination was administered by your staff on August 29, 2002.

The written examinations and operating tests were administered to four Senior Reactor Operator applicants and one Reactor Operator applicant. All applicants passed the written examinations. Three SRO applicants and one RO applicant passed the operating test. One SRO applicant failed the plant walk-through portion of the operating test. There were no post examination comments.

No findings of significance were identified.

In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS ER 05000261-02-301, Carolina Power and Light Company, Shearon Harris Nuclear Power Plant, licensed operator test.

The operator licensing initial examinations were developed by the licensee, reviewed by the NRC and administered by NRC examiners in accordance with the guidance of NUREG-1021, Examiner Standards, Revision 8, Supplement 1. The examination implemented the operator licensing requirements of 10 CFR §55.41, §55.43, and §55.45. No significant issues were identified.

The NRC administered the operating test August 26 - 28, 2002. The licensee administered the written examinations on August 29, 2002. All applicants passed the written examinations. One RO applicant and three SRO applicants passed the operating test. One SRO applicant failed the plant walk through portion of the operating test. Four applicants were issued operator licenses commensurate with the level of examination administered. One SRO applicants license was denied.

OTHER ACTIVITIES (OA)

4OA5 Operator Licensing Initial Examinations a.

Inspection Scope The licensee developed both the written examinations and the operating test in accordance with NUREG 1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, Supplement 1. The facility licensees submittal was within the range of acceptability expected for a proposed examination. The NRC and licensee examination team reviewed the proposed examinations. Examination changes agreed upon between the NRC and the licensee were made according to NUREG-1021 and incorporated into the final version of the examination materials.

The NRC administered the approved operating test on August 26 - 28, 2002, to one RO applicant and four SRO applicants. The licensee staff administered the approved written examinations on August 29, 2002, to five applicants. The examiners reviewed the licensee examination security measures while preparing and administering the examinations to ensure examination security and integrity.

Issues and Findings No findings of significance were identified.

Four applicants passed both the written examinations and operating test. One SRO applicant failed the plant walk-through portion of the operating test. Details of each applicants deficiencies are described in the individuals examination report, Form ES-303-1, Operator Licensing Examination Report. Copies of the evaluations have been forwarded under separate cover to the Training Manager in order to enable the licensee to evaluate these deficiencies and provide appropriate remedial training for those operators as necessary. Four applicants were issued operator licenses commensurate with the level of examination administered. One SRO applicants license was denied.

The licensee did not submit any post-examination comments concerning the written examination. The written examinations and answer keys may be accessed in the ADAMS system (ADAMS Accession Number ML022670157 and ML022670133).

4OA6 Meetings Exit Meeting Summary On August 28, 2002, the Chief Examiner discussed generic applicant performance and examination development issues with members of licensee management.

The inspectors asked the licensee whether any materials examined during the examination should be considered proprietary. No proprietary information was identified.

These observations do not constitute audit or inspection findings and, without further verification and review, are not indicative of noncompliance with 10 CFR 55.45(b). These observations do not affect NRC certification or approval of the simulation facility other than to provide information that may be used in future evaluations. No licensee action is required in response to these observations.

While conducting the simulator portion of the operating tests, no simulation performance issues were noted.
