SHEARON HARRIS NUCLEAR POWER PLANT - REACTOR OPERATOR INITIAL RETAKE EXAMINATION REPORT 50-400/02-302
Dear Mr. Scarola:
On November 21, 2002, the NRC administered an NRC Senior Reactor Operator initial operating Part B retake examination to an employee of your facility who had applied for a license to operate the Harris Nuclear Plant. The NRC waived the written and part A and C of the operating examination. At the conclusion of the examination, the examiner discussed the examination questions and preliminary findings with those members of your staff identified in the enclosed report.
The SRO applicant who received this portion of the operating examination passed the examination, representing a 100 percent pass rate.
In accordance with 10 CFR 2.790 of the NRC's Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) components of NRCs document system (ADAMS). SUMMARY OF FINDINGS Examination Report 05000500-02-302; Carolina Power & Light; on November 21, 2002; Shearon Harris Nuclear Power Plant, Unit 1, licensed operator examinations.
The NRC administered a Senior Reactor Operator initial operating Part B retake examination in accordance with the guidance of Examination Standards, (ES) NUREG-1021, Revision 8.
This examination implemented the operator licensing requirements of 10 CFR §55.45.
No significant issues were identified.

OTHER ACTIVITIES (OA)
.1 Operator Licensing Initial Examinations a.
Inspection Scope The NRC conducted an initial operating Part B retake examination to one applicant on November 21, 2002 b.
Findings The licensee developed the operating examination in accordance with NUREG 1021, Revision 8. The NRC identified no significant examination material deficiencies. The SRO applicant was granted a waiver by the NRC, from taking the written and Part A and C of the operating examination since he previously passed this portion during the initial examination that was conducted during the week of August 26, 2002. The NRC administered this operating examination on November 21, 2002 The applicant passed the examination.
No findings of significance were identified.
.2 Examination Security a.
Scope Prior to the initial examination the examiners briefed selected licensee personnel on the NRCs requirements and guidelines related to examination security. The examiner reviewed documentation and interviewed licensee personnel to access the corrective actions implemented by the licensee following the licensees identification of a potential examination security issue. The review of documentation and interviews were done to determine if examination and test integrity were being maintained as specified in 10 CFR 55.49, "Integrity of examinations and tests." The issue addressed an occurrence in which an instructor with knowledge of the retake examination outline, instructed the applicant in three Licensed Operator Continuing Training (LOCT) group scenarios.
b.
Findings On November 4 and 5, 2002, the applicant was a student in a LOCT group. The instructor that evaluated applicant during the exam had knowledge of the applicants retake examination. Specifically, the evaluator had reviewed the walkthrough outline for compliance with NUREG-1021 and signed the security agreement. In comparing the JPM topics with the topics taught in LOCT, it was determined that no feedback given during the LOCT training was related to the walkthrough tasks.
After reviewing documentation and interviewing licensee personnel associated with the LOCT, the examiners found the licensees corrective actions to be appropriate. The
examiners concluded that the actions taken by the licensee prevented the examination from being compromised. Therefore, that examination integrity was maintained as required by 10 CFR 55.49.
4OA6 Meetings Exit Meeting Summary On November 21, 2002, the Chief Examiner discussed generic applicant performance and examination development issues with members of licensee management.
The inspectors asked the licensee whether any materials examined during the inspection should be considered proprietary. No proprietary information was identified.
