H. B. ROBINSON STEAM ELECTRIC PLANT- REACTOR OPERATOR INITIAL EXAMINATION REPORT 50-261/2002-301

Dear Mr. Moyer:

During the week of July 29, 2002, the Nuclear Regulatory Commission (NRC) administered operating examinations to five Reactor Operator (RO) and three Senior Reactor Operator (SRO) applicants who had applied for a license to operate the H. B. Robinson Steam Electric Plant Unit 2. On July 26, 2002, members of your training staff administered the NRC written examination to the eight applicants. The enclosed report documents the examination results and findings which were discussed on August 2, 2002.

All applicants passed the examinations. No findings of significance were identified and there were no post examination comments.

In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS ER 05000261-02-301 on 7/26 - 8/2/2002, Carolina Power & Light Company, H. B. Robinson Steam Electric Plant, Unit 2 licensed operator examinations.

The NRC examiners conducted operator licensing initial examinations in accordance with the guidance of Examiner Standards, NUREG-1021, Revision 8, Supplement 1. This examination implemented the operator licensing requirements of 10 CFR §55.41, §55.43, and §55.45.

The NRC administered the operating tests during the period July 29 to August 1, 2002.

Members of the H. B. Robinson training staff administered the written examination on July 26, 2002. The operator licensing initial examinations were developed by the H. B. Robinson staff.

All applicants, five Reactor Operator (RO) and three Senior Reactor Operator (SRO) passed the operating and written examinations and were issued operator licenses commensurate with the level of examination administered.

No significant issues were identified.

Report Details 4. OTHER ACTIVITIES (OA)

.1 Operator Licensing Initial Examinations a. Scope The examiners evaluated five RO and three SRO applicants who were being assessed under the guidelines specified in NUREG 1021, Revision 8, Supplement 1, and reviewed written examinations that were administered under the guidelines specified in the NUREG. The evaluations of the applicants and review of documentation were performed to determine if the applicants, who applied for licensees to operate H. B.

Robinson Steam Electric Plant Unit 2, met requirements specified in 10 CFR Part 55.

b. Findings No findings of significance were identified.

The licensee did not submit any post examination comments concerning the written examination. The written examination and answer key may be accessed in the ADAMS system (ADAMS Accession Number ML022320209).

.2 Examination Security a. Scope The examiners briefed selected licensee personnel on the NRCs requirements and guidelines related to examination security. The examiners reviewed documentation and interviewed licensee personnel to access the corrective actions implemented by the licensee following the licensees identification of a potential examination security issue.

The review of documentation and interviews were done to determine if examination and test integrity were being maintained as specified in 10 CFR 55.49, Integrity of examination and tests. The issue, which was detailed in Condition Report (CR)

00060544, addressed an occurrence in which two individuals who had knowledge of the contents of the upcoming NRC initial examination, administered on the job training (OJT) checkouts to two operator initial training (OIT) students.

b. Findings On May 9, 2002, the licensee notified the NRC that two licensed operators, who had knowledge of the contents of the upcoming NRC initial examination, conducted OJT checkouts with two OIT students. The licensee initiated an investigation to determine why the individuals with NRC examination information participated in OJT checkouts with initial licensing candidates prior to the exam. The licensee documented the results of its investigation in CR 00060544. The OJT checkouts, conducted between the licensed operators and the OIT students, resulted in the licensee changing four questions prior to the administration of the written examination. The four questions which were changed, had a subject matter related to the subjects which were discussed

during the OJT checkouts. No changes were made to the operating test as a result of the licensed operators performing the OJT checkouts with license operator candidates.

After reviewing documentation and interviewing licensee personnel associated with the CR, the examiners found the licensees corrective actions to be appropriate. The examiners concluded that the actions taken by the licensee prevented the examination from being compromised. Therefore, that examination integrity was maintained as required by 10 CFR 55.49.

4OA6 Meetings Exit Meeting Summary The Chief Examiner presented the preliminary examination results on August 2, 2002, to members of licensee management. The licensee acknowledged the examination results presented. No proprietary information was identified.
