Electrical and Instrumentation (Cables and Terminations) - Review of Quality Assurance Implementing Procedures The inspector reviewed the following procedures that apply to or are related to the installation and termination of cables, and the installation of cable raceways and conduits.
WP-206 Rev. 2, Documentation and Control of the Installation and Termination of Electrical Cables.
WP-209 Rev.1, General Meggering Procedure for Equipment and Cables.
TP-04 Rev.16, Calibration of Controlled Tools

TP-09 Rev. 4, Inspection of Electrical Equipment to be Embedded in Concrete TP-38 Rev. 3 Inspection of Safety Related Electrical Cable Pulling and Termination TP-40 Rev. 3, Training and Qualification of Construction Inspection Personnel TP-42 Rev. 2, Inspection of Safety Related or Seismically Installed Electrical Raceways and Components These procedures require that cable installation and terminations, and installation and cable raceways and conduit be performed in accordance with approved drawings and specifications.
QC inspections and acceptance criteria are specified. Personnel for megger testing of cables are quali-fied and crimping tools are calibrated and controlled.
Identification is required for Class IE cables, raceways and conduits.
Conformance to the procedure will insure identification of cable from receipt through instal-lation.
Cable redundancy, separation, and raceway loading is provided through routing design performed by the A/E and in accordance with those procedures. To date, no class IE cables have been installed.
Review of the above procedures, disclosed that QC inspectors are only required on a monitoring basis to witness meggering activities and that no documentation is necessary.
The inspectors consider that meggering activities should be inspected on a 100 percent basis and that this inspector effort should be documented. The licensee agreed to review this situation and make revisions accordingly. This is identified as Inspector Followup Item 50-400,401/82-04-01, "Meggering Activities - A QC Inspection Item".
Drawing CAR 2166-B-060, Miscellaneous Electrical Details and Notes, identifies one acceptable cable pulling lubricant.
The procedure states that equivalent lubricants can be used.
Prior to their use, these equi-valent lubricants should have an engineering approval and be listed in the applicable QC instruction procedure.
The licensee agreed to review this item for further action.
This is identified as Inspector Followup Item 50-400,401/81-04-02, " Identification of Approved Cable Pulling Lubricants".
Within the areas examined, no violations or deviations were identified.
6.
Electrical (Components and System I) - Review of Quality Records The inspector reviewed TP-40, Rev. 3, " Training and Qualification of Con-struction Inspection Personnel", and examined the training and qualification records for six electrical Construction Inspectors (CI). The records were current and established the inspectors' certification.

In addition, the six CI inspectors were interviewed regarding their knowledge of electrical inspection requirements. Based on these interviews, the NRC inspectors concluded that the six inspectors were cognizant of their inspection duties.
During the examination of the training records, it was noted that several inspectors conducted classroom instructions prior to their certification in that area. T/P 40 states that certified inspectors and other experienced personnel, etc., can be used as instructors in the training of new inspectors, therefore it is considered that this procedure should be revised to clarify that when noncertified inspectors are used as classroom instructors that they be experienced in the area of instruction.
The licensee considered the procedure adequate but agreed to review the item for further action. This is identified as IFI 50-400,401/82-04-03, "Use of Non-Certified Inspectors as Classroom Training Instructors".
