Dear Mr. Murphy:

This refers to the telephone conversation between Mr. E. McVey and Mr. C. Vanderniet of this office, on January 19, 1994, regarding arrangements for an enforcement conference between members of our respective organizations.

This conference is scheduled for Tuesday, February 1,1994, at 10:00 a.m.

(CST) at the NRC Region Ill Office, 801 Warrenville Road, Lisle, Illinois.

The purpose of this conference is to discuss the issues identified in inspection Reports No. 50-373/93031;50-374/93031(DRS), No. 50-373/93036;50-374/93036(DRS) and No. 50-373/93040:50-374/93040(DRS).

The inspections identified apparent violations of NRC requirements concerning the failure to:

take prompt corrective actions for hardened grease in 4 kV and 6.9 kV circuit breakers following a 10 CFR Part 21 notification and an October 1992 breaker failure; identify root causes and take timely corrective actions to prevent repetitive failures of secondary containment isolation (VR) dampers to close and; identify testing deficiencies and take appropriate corrective actions to repetitive problems with safety relief valve performance.

The inspection reports will be provided to you prior to our scheduled meeting. Please be prepared to discuss in both your oral presentation and in a concise written handout (1) the apparent violations, their root causes and significance, and the corrective actions planned or taken to prevent recurrence; and (2) your plans to improve irplementation of your NRC-licensed program.
