Inspection on March 30 - April 3, 1981 (Report No. 50-358/81-30]
Areas Inspected: Routine, unannounced, preoperational inspection of radiation protection and preoperational testing programs including:
training, radiation protection and chemistry procedures, completed radwaste and instrument tests, and respiratory protection program. The inspection involved 76 inspector-hours onsite by two NRC inspectors.

This inspection began about 2:00 p.m. on March 30, 1981. Following a brief meeting with the station superintendent, the inspectors met with
,
the rad / chem engineer'to outline their inspection plans and to arrange i
for review materials and personnel interviews. The bulk of the inspection
!
was devoted to review of the respiratory protection program, radiation l
protection procedures, and review of completed radwaste and. rad / chem pre-l

operational tests. Tours were made of the reactor, radwaste, auxiliary,
,
and turbine buildings to observe construction progress on selected systems and components.
3.
Rad / Chem Technician (RCT) Training
'
The RCT training program remains as previously reported (50-358/80-02).
In addition, six RCTs were sent to an operating BWR for five weeks to observe and participate in an operational radiation protection and l
chemistry program. The licensee intends to send four more RCTs soon.

Procedures which remain to be developed or finalized include those concerning postaccident monitoring, containment monitoring, gaseous and liquid effluent release identification and quantification, and quality controls for the radiation' protection and chemistry programs.

Respiratory Protection Program The respiratory protection program has been designed and prepared (to a large degree), but not yet implemented. The rad / chem engineer has been delegated authority and overall responsibility for the program, which is designed to meet applicable criteria in 10 CFR 20.103, Regulatory Guide 8.15, and NUREG-0041.
The program includes training, medical evaluation,'and quantitative fit testing requirements. A qualitative fit test is permitted on a short-term basis if the quantitative system (sodium chloride aerosol) is out of se rvice. Annual requalification in all three areas is required.
The program, as currently set up, will utilize Scott full-face respiratory devices with options of (1) air purifying filters, (2) air lit.es from the service air system, or (3) bottled air from self-contained breathing apparatus (SCBA). Also, supplied air hoods from Defense Apparel will utilize air lines from the service air system.
NIOSH approval has been granted for all of the respiratory equipment.
Some of the respiratory equipment inventory is limited and not considered adequate.
Receipt of additional equipment before fuel loading is planned.
This matter will be further reviewed during future inspections.
Certified " Class D" breathing air is obtained in cylinders from a commercial supplier for use in refilling SCBA air bottles utilizing a cascade system.

The service air system compressors are the nonlubricated cylinder type.
This air, in addition to being filtered near the point of use, is on a semiannual surveillance for verifying " Class D" quality. tiervice air outlets are currently being installed.
i The program includes collection and analysis of air samples to determine airborne radioactivity levels to aid in the selection of respiratory equipment and to determine MPC-hours of airborne activity exposure. A Canberra chair whole body counter (WBC), with both thyroid and whole body detectors, is onsite for use in evaluating the effectiveness of the pro-gram for limiting airborne exposures.
In evaluating the licensee's respiratory protection program, applicable procedures were reviewed. No significant problems were noted in the following procedures.

A major revision to procedure RC.RPP.2s !60 is planned by the licensee as a result of several problems identified during the inspection.
Attachment 8.1 to procedure RC.RPP.7.101 lists the MPC ratio as "2000 or higher" for SCBA when iodine or particulates are the nuclides of concern.
However, Regulatory Guide 8.15 specifies a maximum protection factor of 10,000 (pressure demand mode) for nonemergency use.
Section 5.4.2.B.4 of procedure RC.RPP.7.101 states that for air-supplying respirators, the pressure of the air supplied to the respirator shall be between 60 and 125 PSIG. However, this is the pressure range that should be supplied to the distribution manifold, not to individual respirators.

Preoperational Testing Preoperational testing of several radwaste systems, and rad / chem depart-ment instruments has been completed. No significant problems were identi-fled during the inspectors' review of the following completed tests.

In response.to the inspectors' comments, the licensee stated that a major revision to respiratory protection prograu procedure RPP.2.160 would.be accomplished, and necessary changes to RPP.7.101 would be made.
