Enforcement Conference The purpose of this Enforcement Conference was to discuss the major deficiencies identified during an inspection conducted by Mr. I. T. Yin on December 2, 3, and 16, 1980, (Region III Report No. 50-358/80-25) of activities by Reactor Controls Inc. (RCI) who designed and installed the Control Rod Drive System for the Zimmer Power Station.
The principal areas discussed were:
(1) quality assurance program de-ficiencies found in the areas of organizational interfaces, personnel authorities and responsibilities, and design control, (2) the lack of ASME Code qualification documentation for Unistrut P-1000, (3) the lack of detailed implementing procedures for design, installation, and in-spection activities, (4) the failure to perform required inspections, (5) the failure to take effective corrective action, (6) the failure to follow procedures on voiding of nonconformance reports, (7) the failure to follow procedures by issuing Design Document Changes in lieu of non-conformance reports and (8) the failure of CG&E to conduct comprehensive audits of RCI activities.
In addition, the licensee was informed that escalated enforcement' action would result if futher deficiencies similar to those described above were to occur.
.In response, the CG&E staff acknowledged our findings and presented their views on the circumstances which led to our findings. The licensee's corporate management confirmed its intent to correct all matters responsibly and comprehensively and to upgrade their quality assurance program.
