Background Since January 12, 1981, the NRC has been investigating alleged quality assurance and quality control irregularities at the Zimmer nuclear facility. The investigation included (1) allegations received on November 18, 1980 from a former Quality Control Inspector working at another construction site; (2) allegations received in January 1981 from the Government Accountability Project of the Institute for Policy Studies on behalf of Thc.nas Applegate; (3) allegations received from numerous contractor employees and former employees of contractors during the course of the investigation; and (4) other problems inde-pendently identified by NRC inspectors during the course of the investigation.

The investigation findings through March 26, 1981, were discussed with the licensee oa that date. The significanca of the findings and required corrective actions were discussed with Mr. Borgmann on March 31, 1981. Additional meetings to discuss the licensee's problems, corrective actions, and CG&E's Quality Confirmation Program were held n April 10, April 30, June 2, June 3, and June 29, 1981.

Results of the investigation to date will be dcrummited in report 81-13.

Enforcement Conference An enforcement conference was held in the Region III Office on August 5, 1981. The NRC presented a discussiva of each allegation, the NRC investigation findings and conclusions with respect to each allegation, the safety significance of each allegation, and the items of noncompliance identified during the investigation of each allegation.

In addition to the above, the discussion included possible enforcement action, method of releasing the report, the licensee's Quality Confirma-

tion Program, NRC's followup of the IAL and QCP if additional problems are identified, justification for performing less than 100% inspection, licensee organization changes, periodic meetings to review the status

.ad results of the QCP, and the status of the investigation (the NRC still has more allegations and concerns to review).

The licensee was informed that Fred Christiansen will be assigned to be the Serior Resident Inspector at Zimmer starting the end of August.

He has beme the SRI at Duane Arnold for the past year.

The current Zimmer SRI, Tom Daniels, is transferring to the Performance Appraisal Bracch.
