Plant Tour (Units 1 and 2)

A general tour of Units 1 and 2 was made to observe work in progress with special emphasis on safety related pipe welding.

Reactor Coolant Loop Piping and Other Safety Related Piping - Welding Material Control Review (Units 1 and 2)

A review was made of the Bechtel welding filler metal control system from initial purchase order, through receipt, inspection, issuance to field welding' filler metal issuance areas, color marking by issuance area, oven storage at issuance area, and issuance of filler metal requested on WR-6 form.

Bechtel filler metal Procurement Document WEMP-1, Revision 3, Amendment 12, which is in Appendix B of Bechtel BQAM, was reviewed.

Bechtel Document 8031-P-308, Revision 4, Addition 8, dated April 10, 1979 was reviewed.

Bechtel Document PCB-8808 which authorizes and justifies issuance of E7018 in unheated containers for a 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> period was reviewed.

Sample purchase orders for filler metals supplied by Linde, Arcos, Stoody, Sandvik and Alloy Rods (Chemetron) were reviewed for conformance to WEMP-1 and ASME Code requirements.

It was noted that Sandvik filler metals stored in the Rod Issue Station were not marked in accordance with standard AWS/ASME alloy identifications, i.e., 308ELC and 309L instead of ER308L and ER309L.

The improper marking was pointed out to the licensee, but no action on these filler metals in the rod issue station was required by the NRC in-stector.

Detailed discussions on the daily activities of the Rod Issue Station was held with the Rod Issue Attendants.

It was pointed out to the NRC inspector that no coated electrode baking was conducted by the Rod Issue Station. All coated E7018 electrodes exposed for more than 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> are scrapped.

The Bechtel system for filler metal control assumes that all filler metals issued from the warehouse to the Rod Issue Station are certified and require no further recording of heat numbers.

It was reported to the NRC inspector that only one heat or lot of a special filler metal, e.g. 3/32" E 7018 is available at any given time in the Rod Issue Station and that prior to re-i stocking of a specific filler metal that the remaining filler metals of the previous heat or lot are purged from the Rod Issue Station. The filler metals

issued on the WR-6 form can therefore be related by date of issue to the heat numbers available in the Rod Issue Station on that date.

It was noted by the NRC inspector that Bechtel limits access to the Rod Issue Station to those persons approved by letter by Bechtel unless accompanied by an authorized Bechtel FWE.

Visual Examination of Safety Related Piping (Unit 1)

The following completed piping field welds were visually examined and the quality records reviewed for conformance to the applicable codes, standards, specifications and licensee / contractor welding procedure requirements:

Weld Storage Oven Temperature Control (Schneider)

Inspection Report 50-352/80-12, Paragraph 19b reported Schneider was in violation of Appendix B, Criterion V and Schneider Procedure PPM 3.8, Revision 5 (Weld Material Control Procedure) in that the temperatures in the weld storage ovens exceeded the temperature range stated in their procedure.

The NRC inspector inspected the three rod ovens in the Schneider Issue

Station.

One oven was being used for E7018 and the temperature was 310F.

The third oven was being used for austenitic electrodes and was at 300F. A

calibrated thermometer was put in the extra thermometer hole on the E7018

and E3XX-16 ovens. The temperature shown was within +10F of the permanent

thermometer.

The inspector reviewed the weld history records, welder performance qual-ification records, welding procedure specifications, WPS information available to the welders in their " welder books", welding filler metal issue slips, welding equipment for adequacy, interpass cleaning and welding technique and sequences used.

No areas of noncomoliance were identified.

Licensee Action on Previous Inspecticq Findings (Closed)

Unresolved Item (352/80-12-01)

"RCI Welding Procedure W-8/8-0TS-ll indicated that ER308 filler metal is specified for GTAW welding of P8 tc P8 materials.

RCI welding data sheets indicate ER308L is being issued and used for this welding." The NRC inspector reviewed the revision of the subject specification and noted that the current revision permits the use of either ER308 or ER308L.

This resolves unresolved item 352/80-12-01.

8.

Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on August 8,1980.

The inspector summarized the scope and findings of the inspection.
