SUMMARY OF FINDINGS A.
Allegation and Investigation Findings The NRC representatives investigated the allegation.
The allegation and NRC findings are as follows: Allegation A second shift foreman instructed his men to perform their duties contrary to the requirements in Bechtel's procedures.
The NRC investigation found no evidence that the completed work performed by the personnel under the foreman's jurisdiction failed to meet specified quality requirements although there was some evidence that statements similar to those alleged may have been made.
B.
Conclusions No items of noncompliance with regulatory requirements were identified during the investigation.
III.
OETAILS A.
Introduction This investigation was initiated as a result of an allegation made to the NRC Senior Resident Inspector at Limerick.
This allegation pertained to a second-shift foreman, who allegedly directed various actions which were contrary to approved quality control requirements.
The NRC-Region I interviewed the alleger, and all other persons who it appeared might have direct knowledge of the matters involved.
In addition, NRC-Region I examined work and records of work done under the foreman's supervision for evidence of failure to meet quality requirements.
B.
Scope of Investigation This investigation included the allegation made against the foreman and the possible effect on safety related work of the statements and actions alleged.

The investigation. consisted of: Discussions and interviews with supervisors, quality control -- personnel, weldors, pipe fitters and foremen.
Review of Bechtel's documentation of their investigation of -- the allegation.

Investigation of Allegation 1.
Allegation It was alleged that the Bechtel second shift foreman in the primary containment instructed his men on different occasions to deviate from the requirements in Bechtel's procedures for welding.
The specific allegation was as follows: The foreman told more than one person (pipe fitters) to peen -- over porosity, rather than grinding.
The foreman told more than one person (pipe weldors) to weld -- without the weld authorization papers (release to weld).
The foreman, when told by a pipe weldor of a crack that was -- approximately 8 inches long in the pipe restraint he was welding, denied it was a crack and told the pipe weldor to weld over it.
The pipe weldor refused to do this, and the foreman then told him to grind out the crack, although Bechtel's procedure require the quality control engineer is to be informed of such an indication prior to doing any repairs.
The weldor started to grind out the crack, but the QC engineer, during his inspection tour, noted the grinding and stopped further grinding.
A nonconformance report was issued for this crack.
2.
NRC Investigation The allegation, as understood by NRC, pertained to statements orally by a foreman.
Direct confirmation of the allegation could be made only by persons who may have heard the alleged statements.
Therefore, the NRC investigators held interviews and discussions ~ with the various Bechtel personnel on the second shift who were or might have been ir.volved with the foreman, who worked on the second shift.
The nature of the allegation was such that, if correct, it might result in welds which fail to meet requirements.
The investigators examined welds in process and records, including non-destructive examination records, of completed welds that were made under the jurisdiction of the foreman in question.
The interviews revealed some dissatisfaction of workers with the performance of the foreman, including some at last partial confirmation of the allegation.
However, the interviews did not reveal information . which would confirm an actual or probable adverse impact on ' quality by the foreman's words or actions.

. The review of welds and welding records did not reveal nonconforming conditions related to the allegation.
No items of noncompliance were identified.
3.
Licensee's Investigation The licensee was aware of difficulties being encountered involving the work crew under the supervision of the foreman who was the subject of this allegation.
The licensee conducted an investigation ' of the matter, and informed NRC of the results.
Subsequent to the licensee's investigation, the foreman was reassigned to a different work area and responsibilities.
The NRC investigation included an interview of the individual who conducted the investigation for the licensee.
E.
Management Meetinos , A management meeting was conducted at the Limerick Generating Station on July 10,1980 with PECo and Bechtel representatives as noted in paragraph III.C of Details.
The investigator discussed the findings of the investigation.
