Plant Tour - Units 1 & 2 The inspector observed work activities in progress, completed work and the plant status in several areas of the plant during general inspection of the plant. The inspector examined work for any obvious defects or noncompliance with regulatory requirements or license conditions. Particular note was taken of presence of quality cuntrol, evidence such as inspection records, material identification, housekeeping and equipment preservation.
The inspector interviewed, when appropriate, craft personnel, craft supervision and QC personnel in the work areas.

Licensee Action on Previous Insoection Findings (Unit 1)
(Closed) Unresolved Item (352/80-14-02)
In a previous inspection, the licensee was infonned that the foundation bolts for the diesel-generator intake filter were inadequate. A review of the design was conducted by Bechtel and a design change was instituted (Field Change Request C-7179F to Design Drawing C-664). The bolts were changed from 5/8" diameter to 1" diameter. The inspector visually inspected the four intake filters to verify that the installed foundation bolts (four for each intake filter) are now 1" in diameter. This item is considered resolved.

Bulletin 78-12, 12A and 12B
NRC reviewed the licensee's response to Bulletin 78-12, 12A and 128. Based upon the information submitted by Chicago Bridge and Iron Company for the two Limerick reactor pressure vessels (RPV), NRC concluded that all the weld material used in the RPV met the applicable acceptance criteria. No atypical weld material was found. This item is considered closed.

Limerick Welding Material Supolied to the Susouehanna Plant The inspector informed the licensee of a Pennsylvania Power & Light Company (PP&L) response to a NRC Notice of Violation (infraction) on the Susquehanna Steam Electric Station. The PP&L response is dated July 28, 1980 and is also available in the public document files. The respense also involved the Limerick jobsite.
It appears that Bechtel (Susquehanna) had procured (Purchase Order F-3182) from Bechtel (Limerick) 300 series weld rod.
This welding material did not meet the requirements of ASME Section III (NB-2432.1), in that the trace elements (chemical analysis) were not recorded.
The inspector informed PECO that this item is considered unresolved, pending their review of this situation and verifying that the same heats of weld red were not used on safety related systems at Limerick.

6.
Electrical Raceway Support Installation (Unit 1)
The inspector inspected the installation of raceway supports in the control building (elevation 239 ).
The installation was being performed in accordance with Bechtel'e design specification E-1406 and work request (WRB-2418).
No items of noncompliance were identified.
7.
Electrical Cable Pulling (Unit 1)
The inspector witnessed the final stages of pulling cable (#00J006-J) into Panel 20A118, verified that QC engineer was in the area and also reviewed the quality control inspection record (QCIR-4.1-00J006-J) for this pull.
The reference criteria for installation of this cable is Bechtel specifi-cation E-1412 and Job Rule E-10.
No items of noncompliance were identified.
8.
Electrical Activities in Control Room (bnit 1)
The inspector observed the rework activities to a control panel in the Control Room. The rework was in accordance with G.E. requirements in observed condition notice No. 015. The inspector also reviewed the records pertaining to this rework.

9.
Switchgear (4kv) Repairs (Unit 1)
The licensee reported to NRC a significant deficiency (Report fil dated June 20,1980) in the crank assemblies that operate the circuit breaker auxiliary switches in the I.T.E. 4 kv metal-clad safeguard switchgear.
The inspector witnessed the rework to Panel E7-10A 115-1 (Cempartment 8 Relays AE and RA) in accordance with the Bechtel nonconfomance Report
- 4143 and the Gould-Brown-Boveri special procedure S.H. -001.
The inspector also verified that a QC engineer was also present during this rework.
No items of noncompliance were identified.
10. Document control (Unit 1)
The inspector randomly selected four Bechtel drawings being used in the reactor building to verify that the current drawing revisions were in use.
The four drawings selected were as follows:
HBC-282-2 Revision 4 FSK-HBC-282-2 Revision 2 GBC-206-1 Revision 3 GBC-202-1 Revision 3 The above drawing revisions were compared with the Bechtel master drawing register and were found to be current.
No items of toncompliance were identified.
- 11. Management Meetings

At periodic intervals during the course of this inspection, meetings were held with senior plant management to discuss the scope and findings of this inspection.
The resident inspector also attended entrance and exit interviews of region-based inspectors conducted with plant management during the course of this inspection.
