(0 pen) IFI 338, 339/85-37-01, Review of Computer Aided Drafting Program:

This item was generated when the inspector noted that the isometric drawings used in the Inservice Inspection (ISI) plan for North Anna did not necessarily reflect existing as-built conditions. In response to this observation, the licensee indicated that the ISI program including this matter was under review by NUTECH and would be in a better position to discuss the matter in more detail during the next inspectio During this inspection, the inspector held a meeting with cognizant person-nel involved in this matter and aoain expressed concern over the lack of controlled ISI isometric drawings and administrative controls, plans, and procedures for issuing and updating these drawings. The licensee's represen-tative described North Anna's plan for preparing controlled isometric drawings in time for the upcoming 10 year outages and the appropriate administrative procedures to control the issuance and revisions as require The licensee agreed to provide the inspector by May 5,1986, a tentative schedule for accomplishing these tasks. This matter will remain open as an IFI until the proposed drawings have been issued and administrative controls as appropriate have been implemente . Records of completed nondestructive examinations were selected and reviewed to ascertain whether the methods, technique and extent of the examination complied with the ISI plans and applicable NDE procedures; findings were properly recorded and evaluated by qualified personnel; programmatic deviations were recorded as required; personnel and instruments, calibrations blocks and NDE materials (penetrants, couplets) were designated and qualification:/ certifications were on fil The applicable code for this activity was ASME,Section XI,1974 Edition through the 1975 Summer Addenda. In that this damage appeared to be a maintenance problem, i.e., an error in alignment during reassembly. The inspector asked to review the applicable procedure for this activity entitled, " Trouble Shooting, Repair and Inspection of Reactor Coolant Pump Motor," EMP-C-RC-4 dated 01-16-86. In reference to the subject activity, the above procedure was found lacking in specific instruction for the disassembly and reassembly of the flywheel as it only referenced the vendors manual, i.e., Section 4 of the Westinghouse Technical Manual. The inspector stated that providing instructions only by reference defeats the intent of such procedures which are written for the purpose of providing detail instruction to the craft. In this case, it was apparent that failure of the procedure to provide the required instruction for reassembly resulted in the damage to the flywheel. The licensee agreed to review the procedure in question, and revise it to contain the information '

presently in the vendor's manual. The inspector identified this matter as IFI 50-339/86-12-01, RCP Flywheel Assembly Procedur Within the area inspected, no deviations or violations were identified.
