50-334/85-99 This refers to the evaluation we conducted of the activities at the Beaver Valley
Power Station, Unit 1, for the 18 month period from April 1,1984 to September 30, 1985 and discussed with members of your staff on December 19, 1985 at the Region l
I office in King of Prussia, Pennsylvania.

The NRC Region I SALP Report is provided as Enclosure 2.
r Our letter of December 12, 1985 (Enclosure 3) forwarded the SALP Board Report and

solicited comments. As you discussed during the December 19 meeting and subse-
quently documented in your January 15, 1986 letter (Enclosure 4), you provided ad-
}
ditional information related to Refueling and Outage Management.
In addition, you i
stated that Duquesne Light Company believes that the Radiological Control Program at Beaver Valley was functioning at a sufficiently high level to merit a SALP i
Category 1 rating and offered extensive comments in support of that view.
We have reevaluated the Radiological Controls area taking into consideration your additional comments. We acknowledge that you have a basically sound radiological

program that is fully satisfactory.
However, compliance with NRC regulations does
not by itself warrant a high rating.
Our judgement remains that,

slipped somewhat, which we attribute largely to the uncertainties engendered by i
organizational changes during the assessment period.
Based on this judgement, therefore, we have not changed the Category 2 rating.
t A review of the SALP history for Beaver Valley 1 over the past six years shows a
steadily improving trend in performance, up to the most recent (fifth) assessment i
period.
In addition to radiation protection discussed above, we observed a slip-
-
page in the refueling and outage management area that was caused by a breakdown
'
in management controls at the end of the last refueling outage.
We understand
!
there have been changes that should prevent a recurrence.
Overall, we believe that continued management attention to details can lead to a renewed trend of improved performance at Beaver Valley 1.
i Our report also notes the drain on Unit 1 resources due to extensive cross-training on Unit 2.
Since the end of the SALP period, we have noted that much of this cross-training has been completed and further impact has been significantly reduced.
