to IE Bulletin 79-19 and of the licensee's radiation protection program. Areas inspected included document control, procedures, training, audits, facility

tours, and waste solidification. The inspection involved 17 inspector-hours onsite by one NRC regional based inspector.
Results: Of the six areas inspected, one item of noncompliance was found in one area (Infraction - failure to follow procedures, Paragraph 5).

The inspector also interviewed approximately 20 other licensee and contract personnel including members of the security force, radiation protection technicians, and operations personnel.
2.
Licensee Action on IE Circulars Circular 79-15 The inspector determined that the licensee does not use the type of respir-atory protection described in the Circular. The inspector had no further questions.
3.
Document Control The licensee currently keeps copies of regulations in two fonns; bound copies, typically issued annually, and page change copies which are revised on a more frequent basis as regulations change.
The Radiological and Environmental Services Superintendent currently maintains a page change copy of 10 CFR and a bound copy of 49 CFR Parts 170-179.
A page change copy of 49 CFR 170-179 is on order.

4.
Procedures The licensee designated the persons responsible for the safe transfer, packaging, and transport of low-level radioactive materials in a memorandum from the Superintendent of Power to the Resident Manager, dated August 22, 1979.
The inspector reviewed several of the licensee's current procedures relating to transfer, packaging, and transport of low-level radioactive materials.
The licensee is currently revising his radioactive waste procedures in response to IE Bulletin 79-19.
As an example the licensee's procedure,
" Solid Radwaste System - System No. 20," Revision 3, had been revised and reviewed by the Plant Operations Review Committee (PORC), but had not completed the review and approval cycle for implementation.
The inspector stated that the radwaste procedures would be reviewed at a subsequent inspection when they had completed the review and approval cycle (50-333/79-18-02).
No items of noncompliance were identified.
5.
Training Radioactive Waste Training The licensee implemented changes in the basic radiation worker training and retraining courses on August 23, 1979.
These changes were designated to aid in minimizing the creation of solid radioactive waste. Modifications to operator training regarding waste system operation and waste minimization were under development and scheduled to be implemented by January 1,1980.
Courses in NRC and 00T (Department of Transportation) regulations were given to 18 persons of various disciplines (chemistry, health physics, operations)betweenAugust23andSeptember 11, 1979, and to 26 persons between October 25 and December 11, 1979.
Radiation Worker Training The inspector reviewed the training program the licensee utilizes to meet the requirements of 10 CFR 19.12, " Instructions to Workers." The training consisted of a series of video tapes and lectures with a written examination given at the end.
10 CFR 50, Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, Criterion II, " Quality Assurance Program,"
states, in part, "The applicant shall establish... a quality assurance program which complies with the requirements of this appendix... The program shall provide for indoctrination and training of personnel..."

The licensee's NRC accepted Quality Assurance Program states, in Section II, Subsection 2.8, that, " Education and training at the plant shall be provided for personnel engaged in activities affecting quality, as necessary, for the purpose of achieving and maintaining a suitable level of proficiency in their respective functions..The training program shall be applicable to

both headquarters and the plant personnel... A training procedure shall be established which will include provisions to implement an adequate training program and shall include provisions for maintaining training records.which indicate such items as identification of specific training functions, personnel in attendance, date of training session and instructor."
The licensee's " Indoctrination and Training Procedure #3, General Employee Training," Revision 0, dated October 28, 1977, requires, in part, in Section 3.5.6, " General Employee Training," that, " Plant personnel qualified in radiation protection shall be provided with annual retraining."
Section 3.6.1, " Files," states, in part, that, "The training coordinator maintains a file for each member of the Plant Staff Organization... As a minimum it shall contain... records of attendance... results of written examinations..."
The inspector reviewed the training records of the 45 members of the guard force. The records indicated that two individuals had not received annual retraining in radiation protection. One individual had exceeded the annual retraining interval by 6 months, and the other by 10 months.
The inspector identified the above as noncompliance with respect to 10 CFR 50, Appendix
'
B, and the licensee's Quality Assurance Plan and Procedures- (50-333/79-18-01).
6.
Audi ts The licensee's audit program includes standard audits conducted as part of the Quality Assurance (QA) Program and the Safety Review Committee (SRC)
audits which are conducted by the quality assurance group under the cogni-zance of the SRC. The inspector reviewed the audit program and the results of four standard audits.
Both audit programs include a written audit report within 30 days, a response by the plant staff within 30 days or a lesser specified interval, a review of the adequacy of the response, a referree for disputed findings, and verification of corrective actions as necessary.
The inspector reviewed the implementation of the licensee's quality assurance program with regard to 10 CFR 71 and radioactive material shipments.
This completed the review of inspector followup item (50-333/78-28-01).

The Quality Assurance Program reviews activities associated with compliance to 10 CFR 71 on a two year cycle. Audit SR-605 conducted March 6-21, 1979, reviewed packaging, shipment and documentation associated with the shipment of Local Power Range Monitors (LPRM).
Audit SR-615 conducted May 29-30, 1979, reviewed isotopic analyses and content, certificate of compliance requirements, radiation work permits, and surveys associated with radioactive material shipments.
Standard Audit No. 304 conducted September 21, 1979, examined the licensee's response to items 1-3 of IE Bulletin 79-19.
Standard Audit No. 305 conducted September 21-24, examined the licensee's response to items 4-6 of IE Bulletin 79-19.
No items of noncompliance were identified.
7.
Facility Tours and Solidification The inspector made two tours of the facility to observe radioactive waste processing equipment and to observe licensee posting and control of radiation areas, high radiation areas, and contaminated areas.
The inspec. tor reviewed the radiation work permit and radiological controls associated with a fire watch in the crescent rooms.
The crescent rooms were toured, independent measurements were taken, personnel performing the fire watch were interviewed, and exposures associated with the job were reviewed.
The licensee did not have any solidified waste stored in preparation for shipment.
Thus, none were able to be opened and inspected.
The licensee solidifies waste in a liner while it is in a shielded transport container
(cask).
Typically, the casks are then shipped to a burial facility within a day in that the licensee incurrs a larger fee for cask rental and holding charges for the tractor, trailer and driver.
Discussions with licensee operations personnel indicated that urea formaldehyde is used as a solidi-fication media.
Solidification is accomplished and checked by adding catalyst to the waste-urea formaldehyde mixture then sparging with air until no more air passes through the sparger (solidification), a suction is then placed on the sparger to check for free liquids.
The licensee is currently investigating alternate long term solidification methods.
No items of noncompliance were identified.
8.
Exit Interview
The inspector met with licensee management representatives (denoted in Paragraph 1) at the conclusion of the inspection on December 14, 1979.
The inspector summarized the purpose and scope of the inspection and the findings.
