Procedures to implement this part of the ETS are being prepared for submittal to the NRC.
b.
Radiolacical ETS The inspector reviewed a draft of the ETS requirements for tne radiological monitoring programs as prepared by the licensee for submittal to the NRC by September 17, 1977, and discussed this draft with the licensee.
The specifics, as to which portion of the Technical Specificaticns (Appendix A or Appendix B) this program will be included in, has not yet been fixed.

The inspector reviewed selected draft procedures for the imple-mentation of the ecological / biological monitoring prcgrams which
, are required by Sections 3.0 and 4.0 of the Draft Nonradiological
~ ETS.
The licensee stated that these procedures will be ready for subnittal to the NRC about September 17, 1977.
s With respect to the radiological environmental monitoring pro-cedures, the licensee stated that these procedures will be ready for submittal on approximately September 30, 1977.
Since the ETS for this area has not yet been submitted, however, nor the forr.at specified, some additional time may ha necessary to finalize these procedures.

Adninistrative Procedures The inspector reviewed the licensee's draft administrative pro-cedures and-discussed with the licensee the provisions to implement and/or revise the procedures; the specific ETS requirements unde.-
which the administrative procedures are implemented; and the provisions for reviewing the ETS required programs, including frequencies and inspection items.
The inspector also reviewed with the licensee provisions mad. to perfom the audits of the environmental programs at TMINS-2.
The licensee stated that the current QA Plan requires an audit of all areas at least every two years. More frequent reviews are to be carried out at specified frequencies by RS&EE personnel under the provisions of the administrative procedures governing these programs.

The inspector also discussed with the licensee the program to insure the quality of analytical performance for both the ological and nonradiological aspects of the ETS programs.

ra The ir oector reviewed several of the draft procedures relative to t'.s aspect.
The licensee stated that he anticipated that the completion of the procedures covering the above areas would require approx-imately a month or more.

Plant Instrumentation The inspector determined through discussions with the licensee that the Unit 2 thermal discharge ocnitoring instrumentation had been installed with the exception of the sensors for monitoring the ambient river water temperature.
The thermal monitoring system has not yet been turned over to Met-Ed from Construction at tnis time, however, and the status of calibration was not detemined.

The inspector also determined through discussions with the licensee that the meteorological instrumentation for the Unit 2 Control Room was installed and operating for wind speed, wind direction and for temperature.
The licensee stated that provisions for monitoring AT are currently being worked on.
Completion of this item will require at la>st several more weeks.
The inspector identified no items of noncompliance in the above areas. The inspector was not able to detennine the acceptability of plant or analytical instrumentation in tems of that required for the licensee's environmental monitoring program via the Unit 2 ETS and the corresponding im;,lementing procedures at this time, since the ETS (radiological) have not yet been submitted or accepted as final (nonradiological), nor have the implementing procedures for these areas been completed and reviewed. The inspector stated that tnere areas would be examined again after their completion to detemine their acceptability prior to Unit 2 licensing..
4.
Exit Interview On September 13, 1977, following the inspection, the inspector met with the individuals denoted in paragraph 1.
On September 16, 1977, the inspector contacted Mr. G. Miller, Unit 2 superintendent by telephone. During these discussions, the inspector discussed the purpose, scope and the findings of this inspection.
