Dear Sir:

Three Mile Island Nuclear Station Unit 2 (TMI-2)

License No. CPPR-66 Docket No. 50-320 Health Physics and Chemistry Staffing NRC Inspection Report 50-320/77-07, detail 3 states:

" Staffing for the Health Physics and Chemistry requirements for Unit 2 remains ince=plete. The current staffing level for both units censists of 25 technicians and supervisors. Section 9 of the Unit 2 FSAR states that 38 technicians and superviscru vill be available for the ec=bined operations of Units 1 and 2.

The licensee is currently evaluating the additional rainpower that vill be required for Unit 2 and a licensee representative stated that a staff of 38 appears to be an overestimate and that the FSAR vill be corrected to reflect the current evaluation. The licensee representative stated that additional persennel vill be required and vill be ensite and trained prior to receipt of an operating license for Unit 2."

" Staff positions of Superviser or Health Physics and Chemistry and Radiation Protection Supervisor (Unit 2) have not been f4 7 7 ad by pe manent personnel. The inspector stated that these positions

=ust be filled prior to receipt of a Unit 2 operating license.

In response to the above concerns, please be advised that pe=anent per-sonnel have been appointed to the posittena of Superviser-Radiation Pro-tection and Chemistry and Radiation Protection Supervisor as of July 1, 19T7 The resu=es of these individuals have been incorporated in the Unit 2 FSAR by Amendment 57 dated July 20, 1977 Q

August.9 1977 Mr. B. H. Grier GQL 112 In Chapter 12 of the TMI-2 P3AR (the state =ent in IRTT-07 refers to Section 9, but Section 9 does not contain infor=ation relevant to IIeelth Physics and Chemistry personnel), on Pa6e 12.1-11a, Part 5 states:

The Health Physics Department is assu=ed to consist of 38 senior and junior technicians and supervisors.

This assu=ptica was =ade expressly for the purpose of esti=ating the average exposure to plant personnel and is not a quantitive ec==it=ent.

The fact that this is an assu=ption is clearly pointed out and therefore requires no correction.
