The manual was originally issued in Septenber,
'*69.
The current issue was Revision 5, Augus t, 1973. The 10 CFR 50,
..ppendix 3 recuirenents were f ound to be included in the nanual.

The licensee stated that current 1v there was no major revision to the ca,ual in preparatien, altho 1:h some changes would be rade in order to provide concurrenco aith the FSAR ahich is scheduled f or distribution in Octcber, 1973.
The inspecter noted considerable complexity in the categorization of the OA pregran into Levels 1, II, and III; the rategories 1, 2, 3,
and 4 in the QC program; the Cases A and B depencing upon UELC's function as Cons truction Manager or Construction Contractor.
The licensee stated that this sys tem had proven ef fective in controlling quality, and was thoroughly understood by the QC and QA personnel who used the sys ten.

The inspector stated that he had not examined the implementation of the OA Manual at this inspection but that this would be done at a subsequent ins p e c tion.

6.
Water in Reactor Pressure Vessel The licensee had notified the inspector on May 14, 1973 that 18" to 24" of water was discovered in the reactor pressure vessel during the construction phase. It was deter =ined that the water had accumulated from in-leakage of rain water through two uncovered monitor tubing enetrations.
