The purpose of this letter is to transmit the enclosed Notice of Violation, which refers to a finding identified during an NRC inspection, conducted during

the period October 30 through November 4, 1988. This inspection is documented

in NRC Inspection Report 50-313/88-35; 50-368/88-35. Although the violation identified in the inspection report was addressed with other apparent violations in an enforcement conference held in Region IV on January 23, 1989, it is being issued separately. Consequently, you are required to respond to this violation, in writing, in accordance with the provisions of Federal Regulations.
Your response should be based on the specifics contained in the Notice of Violation enclosed with this letter.
The response directed by this letter and the accompanying Notice is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980 PL 96-511.
