Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Violation Response
Dear Mr. Martin:

The Arkansas Power and Light Company (AP&L) is in receipt of your correspondence of September 29, 1986 (0CNA098618)
In order to resolve the subject issues of that letter, the following actions will be taken:
A.
Inadequate Training of Personnel (313/368/8604-01):
Revisions to procedure 1903.43, " Duties of the Emergency Radiation Team", will be incorporated to provide additional guidance to health physics personnel in evaluating the radiological habitability of the control room environment and continuously advising the Shift Operations Supervisor of the status of radiological conditions.
Lesson Plan AX20901-005
"Onsite Monitoring" will be revised to emphasize this procedural guidance during training.
Health physics drills, which are currently scheduled for its first quarter of 1987, will include control room habitability evaluation as part of the drill scope.
B.
Inadequate Procedures and Equipment (313/368/8604-02):
Procedure 1905.002, "Offsite Emergency Monitoring", will be revised to contain additional guidance for field monitoring teams to aid them in determining whether or not a specific sample has been taken while immersed in a radioactive plume.

additional procedural guidance in the field.
The training will be enhanced by the inclusion of these activities as objectives for the offsite monitoring portions of the 1987 health physics drills.
The action prescribed to resolve both of these issues will be completed by March 1, 1987, AP&L believes that these efforts will adequately address the NRC concerns.
