Areas Inspected:

Routine, unannounced inspection of environmental monitoring programs for operations; including: management controls; program for quality control of analytical measurements; implementation of the radiological environ-mental monitoring programs; implementation of the non-radiological environmental monitoring programs; and licensee actions on previous inspection findings. The inspection involved 22 inspector-hours by one regionally based NRC inspector.

Results: Of the four areas inspected, no items of noncompliance were identified.

l The inspector discussed with the licensee the status of the performance evaluation with NRC Regulatory Guide 4.13.

The licensee stated that a new TLD system was recently purchased and would be installed during 1981. The

inspector stated that this area would remain unresolved until performance of the new system can be demonstrated.

Management Controls

The inspector reviewed the assignment of responsibility and authority to

'

conduct the radiological environmental monitoring program with respect to changes made since the last inspection (309/79-04). The inspector deter-mined through procedure review that changes made in organization and pro-redures did not decrease management control of the program.

The inspector discussed with the licensee provisions for audit of the program on a routine basis. The licensee stated that the Yankea Atomic Electric Laboratory (YAEL) is audited on an annual basis.

The inspector stated that an audit of the sampling and results review portions of the program should be conducted to verify implementation of the quality as-surance program. This area-will be re-evaluated during a subsequent in-spection (309/81-09-01).

Licensee Program for Quality Control of Analytical Measurements

The inspector discussed with the licensee the status of the radioanalytical quality control program. The licensee stated that a blind duplicate program has been established where selected media (milk, sediment, water and marine biological samples) are split or duplicated on a quarterly basis and sent to the YAEL for analysis. The results are reviewed and evaluated by the-

YAEC Radiological Engineering Group on a periodic basis and reported to the

Quality Assurance Committee.

i The inspector reviewed results of the blind duplicate program for 1979 and 1980, and noted that results were generally in agreement with the criteria q

established by the Radiological Engineering Group.

Instances where results did not fit the criteria could be attributed to non-homogenity in the sample. Samples such as sediment and marine biologicals were not split from one composite sample but were actually separate samples from a given location.

The inspector reviewed results of the laboratory's participation in the En-

vironmental Protection Agency Interlaboratory Cross Check Program and YAEL i

prepared known spiked samples for 1980.

The inspector noted that instances where the YAEL results did not meet the EPA acceptance criteria were in-vestigated and corrective actions were taken when appropriate.

The inspector discussed with the licensee the calibration of air sampling and meteorological instrumentation, and reviewed procedures and records of i

these calibrations for 1979 and 1980. The inspector verified that the air i

sampling and meteorological instruments were calibrated at the frequencies

stated in the respective procedures.

Implementation of the Radiological Environmental Monitoring Program The inspector discussed with the licensee the status of the program and verified through records review that all samples for 1979 and 1980 were collected, analyzed and reported in accordance with the Maine Yankee Tech-nical Specifications.

The inspector discussed with the licensee the unavailability of fish at the established locations during 1979 and 1980. The licensee stated'that it was difficult to obtain the sample size required by the sampling procedures and that samples of insufficient sizes were not submitted to the laboratory.

In discussions with the Radiological Engineering Group, it was resolved that the sampling procedures would be revised to allow for a smaller sampling size when the routine amount is unavailable.

The inspector stated'this area will be re-evaluated during a subsequent inspection (309/81-09-02).

The inspector examined several air, TLD and estuary water sampling stations, and determined that samplers at all locations were operating at the time of the inspection. The inspector discussed with the licensee the sampling of discharge water with an automatic sample compositor which continuously collects sample throughout the week in a three gallon container. A one quart sample is withdrawn weekly. The licensee stated that to prevent loss of I-131 and plateout of radionuclides on container walls, hcl and NaHS0 were

added to the 1 quart container. The inspector stated that the same mechanism ticuld be expected to occur in the three gallon container.

The licensee stated that to prevent this, the acid and sodium bisulfite would be added to the three gallon container at the beginning of each weekly sampling period.

No items of noncompliance were identified in this area.

6.

Implementation of the Non-Radiological Environmental Monitoring Program The inspector discussed with the licensee the implementation of the Environmental Technical Specification (ETS) issued February 5, 1980. The licensee stated that they were not in agreement with the

NRC on the requirements of the proposed ETS and have been following the licensee proposed ETS submitted to the NRC June 27, 1975.

The inspector stated that failure to follow the ETS will remain an unresolved item pending completion of the NRC evaluation on Maine Yankee's request of March 7, 1980 (309/81-09-03).

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, item; of noncompliance, or deviations. One unresolved item was disclosed during this inspection and is discussed in Detail 6'.

8.

Exit Interview The inspector met with the licensee representatives (denoted in

paragraph 1) at the conclusion of the inspection at the Maine

Yankee site on April 9, 1981. The inspector summarized the purpose and the scope of the inspection and findings.
