Summary: Snecial enforcement conference convened by NRC Reaion I to discuss NRC concerns regardinq a recent insnection (50-309/81-20) which identified that the facility was operated on July 19, 1981 without satisfyina the Technical Specification Limiting Condition for Oneration for containment integrity.

Senior licensee and NRC Region I management attended the meetina in the Reqion I office.

The meeting was of two hours duration.

Discussion and Results

NRC.hgion I management opened the meeting by reviewing the chronology of events and summarizing their concerns regarding the operation of the facility on July 19, 1981, without meeting the Limiting Condition for Operation for Containment Integrity established in Technical Specifications.

(An automatic containment isolation valve was open and inoperable and a non-automatic containment isolation valve was open

with the reactor at 2 percent power and coolant temperature at 540 F.)

i The licensee attributed this incident to errors in interpreting the l

requirements of the Technical Specifications and to an alleged lack of l

clarity of the containment integrity Limiting Condition for Operation.

l The licensee stated that he would complete the following at.tions:

l Review the current Technical Specifications and forward a proposed

change to the Office of Nuclear Reactor Regulation by November 15, f

1981 for those areas identified as potentially unclear or confusing to the plant operators.

Publish Philosophy.of Operations by September 22, 1981, to clarify

operators' responsibilities in compliance with Technical Specifi-

,

I cations, and actions necessary when compliance is not possible.
