SUBJECT: CRYSTAL RIVER TEAM SAFETY SYSTEM FUNCTIONAL INSPECTION 4 (NRC INSPECTION REPORT NO. 50 302/9714)

Dear Mr. Anderson:

The purpose of this letter is to announce the subject inspection at your Crystal River facility.

We have scheduled this inspection for the weeks of September 8 - 15. October 6 - 10, and October 20 24,1997. The designated inspection team leader, William E. Holland, will make

- arrangements with your staff to telephonically discuss the inspection plans in more detail.

The inspection objective will be to assess the operational performance capability of selected safety systems through an in-depth, multi disciplinary engineering review to verify that the

'

selected systems are capable of performing their intended safety functions. The inspection will be conducted using Inspection Procedure 93801, " SAFETY SYSTEM FUNCTIONAL IN9PECTION (SSFI)," and willinvolve a team of at least five inspectors.

The t0am will require Information about the selected systems (Makeup and Purification System and Decay Heat Removal System), and other plant programs for their in-office preparation for the inspection. A description of some of the material needed is outlined in the enclosure. Our designate 1 team leader will be contacting your staff and arranging for specific material to be provided dering the pre-Inspection visit week which is scheduled for September t'- 15,1997.

The following items are requested to support NRC preparation for a Safety System Functional inspection at the Crystal River Nuclear Plant:

1. Updated Final Safety Analysis Report (UFSAR)Information relating to safety systems being reviewei

- 2. Site specific administrative procedures.

3. System descriptions and design basis documents (if available).

4. _ Site specific training documents for the systems.

5. Technical Specification requirements and surveillance test procedures.

l 6. - System piping and instrumentation drawings (P&lDs), one line diagrams and logio diagrams.

7. Engineering calculations (e.g., equipment sizing and short circuit analysis).

8. Temporary and permanent modifications, including safety evaluations.

9. Maintenance history records for selected systems or components for the last two years (listing should include corrective and preventative maintenance).

10. Relevant regulatory information such as Information Notices, Generic Letters, and special studies that apply to the systems.

11. ANSI standards applicable to the assigned functional areas.

12. Licensee event reports (LERs) for the past 12 months.
