Dear Mr. Anderson:
Thank you for your response of September 4.1997, to our Notice of Violation (NOV) and concerns regarding inconsistencies in scenario classifications by Emergency Coordinators issued on-August 11. 1997, concerning activities conducted at your Crystal River facility. We have evaluated your response and found that it meets the requirements of 10 CFR 2.201 with the following exception.
We found that the " Interpretation Guide" discussed in your response caused several new inconsistencies in your Emergency Action Levels. Subse telephone conference with your staff was conducted on September1997, 30.quently, to a discuss our concerns. Your staff agreed to review the " Interpretation Guide" and make appropriate corrections.
We will examine the implementation of your corrective actions during future inspections.
