Inspection on November 1-4, 1977, (Report No. 50-302/77-20)

Areas Inspected: Routine, unannounced inspection of instrument calibration program for instruments required by Technical Specifications and those not specifically addressed by Technical Specifications. The inspection involved 27 inspector hours on site by one NRC inspector.

Instrument Calibration The inspector reviewed calibration procedures, calibration records of shop standards and inplant instruments and the storage, labeling and handling of instrument standards. Two calibration tests in progress were witnessed and the technicians were interviewed by the inspector to verify that correct procedures were being used, test instruments were in calibration and labeled and that the personnel performing the testing understood the procedures and were familiar with the equipment. Procedures and records were reviewed, facilities inspected and calibration testing witnessed as follows:

a.

Fifteen calibration procedures applicable to plant instruments were reviewed for inclusion of Technical Specification requirements, verification that limiting conditions for operation were met, test instruments were identified, acceptance criteria given, technical instructions were adequate and that requirements were included for signoff by the technician performing the test.

b.

Thirty-four sets of calibration results from six calibration procedures were reviewed to insure that acceptance criteria had been met, results were documented and signed off by the person performing the test, verification of return of instrument

to service, test instruments had been identified and that a second person had reviewed the test results.

c.

The inspector conducted personnel interviews and reviewed the qualifications and training records of two nuclear technical support technicians.

d.

The primary and secondary standards laboratory was inspected for controlled storage area, separation of types of standard instruments, environmental control, labeling of equipment and calibration due dates, control of out of calibration and damaged instruments and instrument records showing traceability

to National Bureau of Standards, where applicable. Five

different standard instruments were inspected.

e.

The inspector witnessed two calibration tests of the feedwater

pump suction pressure instruments for pumps A and B to insure that the correct procedure was being used, prerequisites for the test had been established, calibrated test instruments were being used, test stations were adequately manned, data was collected and evaluated and that the technicians understood the instrument and procedure.

Within the areas inspected no items of noncompliance were identified.

The inspe; ar noted that a large percentage of the data sheets had no requirement for signoff. However, for most of these data sheets the person performing the calibration were initialing and dating them. The licensee agreed to review all data sheets and revise those deficient in this respect. Data sheets will be reviewed during a subsequent inspection by an NRC inspector to verify that these revisions have been made.
