l Areas Inspected: Routine, unannounced inspection of operator requalifi-cation training program and formal training and retraining programs for non-licensed plant personnel. The inspection involved 24 inspector-hours on site by one NRC inspector.
Results:
In the two areas inspected, no items of noncompliance were found.

Licensed Operator Requalification Training The inspector reviewed the plant licensed operator requalification training program and procedures. Training related documentation
'
for four (4) licensed operating personnel were reviewed and two (2)
licensed operators were interviewed to verify that the operator requalification training was being conducted in accordance with i
Appendix A of 10 CFR 55 and Technical Specification 6.4.1, which requires that a training program for the plant staff shall be maintained which meets or exceeds the recommendations of Section 5.5 of ANSI N18.1-1971. No items of noncompliance or deviations were identified.

Retraining and Replacement Training for Nonlicensed Personnel
The inspector reviewed training related documentation and procedures and interviewed ten (10) persons selected from the Maintenance,
Radiation Control and Test Groups to verify that the training described in Administrative Instruction AI-100, " Training and Retraining" and AI-1200, " Conduct of Training" was being provided for non-licensed personnel and met the requirements of Section 6.4.1 of the Technical Specifications, ANSI N18.1-1971, Section 12.2 of the FSAR, and Quality P.rocedure No. 2.51, " Indoctrination and

Training."

The inspector was able to determine, through records and interviews, that training had been established through the implementation of i
Administrative Instruction AI-1200 " Conduct of Training", and that some departmental training had been accomplished. However, Administrative Instruction AI-100 " Training and Retraining" states that each section engineer is responsible for the development, administration, and evaluation of the training and retraining of the personnel under his jurisdiction. This procedure had not been fully implemented in that training did not include scheduled i
instruction and reviews of appropriate administrative procedures, appropriate maintenance procedures, plant systems and system inter-relation. The training which had been conducted had not been documented per the requirements of Administrative Instruction AI-1200,
" Conduct of Training". The licensee had recognized this problem

and had initiated plans to accomplish this training and provide documentation. The licensee stated that this program will be

implemented by January 1, 1978. The implementation of the licensee's
planned corrective action will be verified during future instections.
