The NRC inspector also held discussions with other station personnel in the areas of emergency detection and classifications, protective action recommendations, notification and communications, staffing and augmentation, health physics, operations, and emergency response organization.
2.
E m gency Plan and Implementing Procedures (02.01)
The NRC inspector reviewed licensee documentation to determine whether major changes to the emergency preparedness program may have adversely affected the overall emergency program.
The NRC inspector reviewed:
the licensee's review of changes to the Emergency Plan (hereafter called the Plan) and tne Emergency Plan Implementing Procedures (EPIPs), Safety Operations Review Committee (50RC), and Safety Review and Audit Board; management approval;
and licensee submittal to the NRC as required by 10 CFR 50, Appendix E.V.
The licensee stated, in writing, that the Plan and EPIP changes were

reviewed to ensure compliance with 10 CFR 50.54(q).
The inspector noted that the 50RC had reviewed the Plan and EPIP changes.
Additionally, the 50RC had sent the results of the review to management as required by the Technical Specifications.

The NRC inspector reviewed changes to the Plan and EPIPs and the submittal of such changes to the NRC.
Licensee records indicated that changes had been reviewed and submitted appropriately to the NRC in the required 30 days.
The inspector determined that the licensee did have a written procedure for submitting Plan and EPIP changes to the NRC.
A procedure did exist for distributing the changes and maintaining records.
No violations or deviations were identified in this program area.
3.
Emergency Facilities, Equipment, Instrumentation and Supplies (02.02)
The NRC inspector reviewed key facilities and equipment to determine whether the facilities were maintained and whether any facility changes
had been incorporated into the Plan and EPJPs.
Additionally, facility,
equipment, and supply changes were reviewed for adverse effect on the

emergency preparedness program.
Emergency facilities, equipment, l
instrumentation, and supplies were reviewea to determine the state of
"
readiness and accessibility.
Selected communication and emergency vehicle equipment was tested for operability.
One vehicle apparently had
,
developed a short circuit that had caused the batteries to run down.
The
"
batteries were charged and the vehicle was unable to start the following day.
All other equipment functioned as required.
The inspector noted
that emergency vehicles were to have the vehicle emergency radio.in the
"on" position whenever the vehicle was in use.
However, all vehicle j
radios were found switched to the "off" position.
The inspector discussed what method would be employed in retrieving emergency vehicles that were offsite if the person was out of the vehicle performing environmental sampling.
The licensee did not have a procedure addressing personnel outside the vehicle.
Prior to the exit on April 15, 1988, the licensee assigned a pager to the emergency vehicle and required personnel using the vehicle to wear the pager when outside the vehicle.
Technical Specification 6.3, Procedures and Programs, staW: that vi*itten procedures and instructions, including applir.able check-off lists, shall be established, implemented, and maintained for implementing procedures of the Emergency Plan.
Emergency Plan Implementing Procedure 5.7.21 states that "This procedure provides a means of ensuring readiness and availability of equipment required for the immediate action steps of all four emergency classification action levels."
During the NRC inspector's document review in the emergency response facilities, it was determined that several emergency t.elephone directories contained out-of-date information.
Additionally, masking tape and a cardboard storage box was missing from the Nemeha County Hospital emergency supply kit.
This was an apparent violation of EPIP 5.7.21 and Technical Specification 6.3.

The NRC inspector discussed the following observations with the licensee during the exit interview:
The licensee should consider leaving vehicle radios in the "on" position (unless the radio is not wired through the ignition switch to turn the radio off with the ignition switch).
The licensee should consider removing trash from emergency vehicles before turning vehicle key in to security.
One apparent violation and no deviations were identified in this program area.
4.
Organization and Management Control (02.03)
The NRC inspector reviewed the documents listed below and interviewed licensee representatives to determine whether changes had been made to the emergency organization and/or management control systems and the resulting program effect, and to verify that changes had been incorporated into the Plan and EPIPs.
Documents reviewed:
The Plan - Organization The licensee had not made significant changes to the emergency response organization or to key station management positions.
The NRC inspector reviewed appropriate sections of the Plan and the station emergency telephone directory.
No violations or deviations were identified in this program area.
5.
Inspector Observations An NRC inspector observation is a matter discussed with the licensee during the exit interview. Observations are neither violations nor unresolved items.
Observations are suggested for the licensee's consideration, but have no specific regulatory requirement.
Observations are identified in paragraph 3 of this report.
6.
Exit Interview The NRC inspector met with the NRC resident inspector and licensee representatives denoted in paragraph 1 on April 15, 1988, and summarized the scope and findings of the inspection as presented in this report.
