Gentlemen:
This refers to the inspection conducted by Mr. C. A. Hackney of this office
during the period April 11-15, 1988, of activities authorized by NRC Opcrating
License DPR-46 for the Cooper Nuclear Station, and to the discussion of our
findings with Mr. G. Horn and other members of your staff at the conclusion of
the inspection.
Areas examined during the inspection included emergency plan and emergency plan
implementing procedures; emergency facilities, equipment, instrumentation, 6nd
supplies; and organization and management control.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC's "Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
