Thank you for your letter of April 22, 1986, in response to our letter and the attached Notice of Violation dated March 28, 1986. We have reviewed your response, and we now understand how you believe that the words of Procedure 2. and your Technical Specifications cover the requirements of 10 CFR Part 50.54 regarding operator manning. In the sense of strict compliance to regulations, we find that your Procedure 2.0.3 was therefore adequate. Accordingly, the Notice of Violation is herewith withdrawn. Concurrently, we note your commitment ot review and revise Procedure 2.0.3 to more clearly state the requirements of 10 CFR Part 50.54. In this latter regard, we suggest that your revised Procedure 2.0.3 should codify the requirements for operator manning such that the requirements of both 10 CFR part 50.54 and your Technical Specifications are covered. This would provide operators with unambigous and complete instruction We shall verify completion of your commited action during a future inspectio
