3. Notifications and Communications

,

The NRC inspector conducted interviews with selected General Office (GO)

and station personnel. The licensee had established an emergency action level scheme for establishing emergency classes. Additionally, EPIP's 5.7.2, 5.7.3, 5.7.4, and 5.7.5 were procedures for the four emergency classe Notification procedures are keyed toward notifying the offsite agencies such as the state in the required 15 minutes and notifying the NRC immediately after notifying the state but within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />. The NRC inspector reviewed selected portiors of the general office and station personnel notification telephone books. The NRC inspector requested that selected individuals from the licensee's emergency response team call selected offsite agencies to verify that the communication system was working and that the telephone directory contained correct telephone number In each case the communication system was working and the telephone numbers were correct. The NRC inspector interviewed selected personnel involved in maintaining the prompt public notification system (fixed sirens and tone alert radios). Selected maintenance cards were chosen to verify that the system was being tested and reported problems were being corrected. The tone alert radio distribution and replacement was being maintained by a handwritten log system. There appeared to be several cases where the verification needed to send or replace a tone alert radio was being held up because of other administrative dutie The NRC noted that the siren system maintenance was on a computer system with the computer maintaining a historical file. The licensee conducted an unannounced shift augmentation drill for selected emergency response personnel on May 1, 1986. Persons called were questioned as to how long it would take them to respond to the statio In most cases, personnel would have been able to report to the station within 30 minutes or les The NRC inspector noted that the emergency response facilities appeared to be well maintained and in a ready condition. The NRC inspector reviewed records for communication checks that had been performed for emergency response facilitie Communication checks had been performed according to the licensee's commitment on a monthly, quarterly, and annual basi The licensee had available for offsite communications a direct line to the NRC, microwave, commercial telephone, and radi The following is an observation the NRC inspector called to the licensee's attention. This observation is neither a violation nor an unreso'lved item. This item was recommended for licensee consideration for improvement, but it has no specific regulatory requiremen o Develop a record management system for the tone alert radio . Public Information Program The NRC inspector held public information program interviews with G0, station and state park personnel. The licensee had developed an emergency planning information brochure for distribution to the publi The brochure had been revised in October 198 Additionally, the brochure

had been distributed to residents living in the 10 mile emergency planning zone (EPZ). Motels and state parks were given brochures to hand out to customers or visitors. Public information signs had been placed at both the Indian Cave State Park and the Brownville State Recreation Area park On March 17, 1986, letters were mailed to the states of Missouri and Nebraska requesting comments on changes that were.to be implemented in the 1986 brochure. On January 8, 1986, the licensee mailed a letter to

persons living in the 10 mile EPZ requesting them to acknowledge possession of a emergency information brochure. If they did not have a brochure, they were to fill out an cnclosed card and return it to the .

The NP.C inspector reviewed selected mail out cards that had been returned and determined that the licensee had taken approprirce action to place persons that had not received or kept a copy of the brochure in the computerized mail out lis The NRC inspector noted that a telephone number was listed for residents in the 10 mile EPZ to call collect for additional informatio It was noted that the collect number can only be completed during office hours. information numbe . Exit Meeting The NRC inspector met with licensee representatives (denoted in-paragraph 1) at the conclusion of the inspection on May 2, 1986. The NRC inspector summarized the purpose and the scope of the inspection and the

findings. The NRC inspector stated that the pager call list had been identified during a previous inspection (50-298/8604) and that the assignment list had not been completeu. Mr. G. Horn acknowledged that the list had not been completed; however, the station staff had been working on the lis Mr. G.
