l Mr. J. U.S. Nuclear Regulatory Commission Region IV 611 Ryan Plaza Drive Suite 1000 Arlington, Texas 76011 Subject: NPPD Response to Inspection Report 50-298/86-25 Reference: Letter from J. (NRC) to J. M. Pilant (NPPD) dated November 12, 1986, transmittal of Inspection Report 86-25

Dear Mr. Gagliardo:

This letter is written in response to the three deficiencies identified in the above referenced letter. The identified deficiencies and our proposed schedule for correcting these deficiencies is outlined as follows:

Deficiency 1 10 CFR 50.47(b)(9) states that adequate methods, systems, and equipment for a r, . aing and monitoring actual or potential offsite consequences of a radiological emergency condition are in use. Due to the errors in dose projections and the lack of continuous management review to ensure accuracy of the data, the capability necessary to meet Objective 6 was not demonstrated (50-298/8625-01).

Response The TRS-80 computer program was modified to prompt the operator to check innuts to ensure they are in units of Ci/Sec. This was accomplished by hav ng the printout " flag" the input in red, and a caution statement was addeo. The corr'esponding procedure, EPIP 5.7.17.1, has been revised to include these changes. This procedure was approved on November 3, 1986.

We will review the procedures connected with the dose assessment activities in both the TSC and the EOF. These procedures will be revised to insure appropriate management review prior to issuance of any dose assessment infor-mation to the Emergency Director and any subsequent offsite agencies. The appropriate procedural changes will be completed by July 15, 1987.

i l Additionally, a " Dose Status" board will be developed to trend release data.

l Information concerning this type of status board is currently being collected from INPO and other utility sources, and should be in place by July 15, 1987.

Deficiency 2 Minimum staffing of the GOEC as specified by Section II.C of CNEP 2.0 and Section 5.3.1. A of the Emergency Plan was not completed due to lack of depth in personnel qualified to perform the GOEC Emergency Planning Coordinator (GOEC EPC) function.

Response The Emergency Preparedness staff is currently under reorganization, an additional staff member will be trained and ready to assume the duties and responsibilities of GOEC EPC by July 15, 1987. As an interim solution, the GOEC Director will; assume the duties and responsibilities of the GOEC EPC; or assign the GOEC EPC's duties and responsibilities to other members of'the GOEC staff, in the absence of a qualified GOEC EPC.

Deficiency 3 There were no written, . approved procedures specifying the GOEC role and responsibilities in implementing recovery plans developed pursuant to the planning standard of 10 CFR 50.47(b)(13).

Response A new CNEP 6.0 is being written to interface with EPIP 5.7.25. These proced-ures will include the roles and responsibilities of the entire Emergency Response Recovery Organization including but not limited to Quality Assurance, Maintenance, Operations, Engineering, Security, Public Affairs, Health Physics, and Environmental.
