Failure to Follow Procedure. This violation concerned failure to issue findings for discrepancies noted

during surveillances. The licensee reviewed previous surveillances for the checklist 800-3 that was noted in the violation for the previous

issued was listed for reinspection. For all items listed, all were found g

by the licensee to have been corrected during this subsequent

03/06/85 SRAB and 50RC Activities Based on the review of the above procedures, the NRC inspectors found that recent changes to the QA program did not appear to have an adverse effect on quality or safety, and that the procedures did appear to be in conformance with the approved QA program.

Interviews were conducted with various licensee personnel having i

responsibility for preparing implementing procedure changes to the QA program for operation. The personnel appeared to understand the significance of the specific changes.

Manning in the Quality Assurance division on site appeared less than would normally be expected for the work load assigned. The QA division has increased in size in recent years and three new positions have very recently been approved to further augment the QA presence on site.

In addition, the specific areas of Audit Program, Audit Implementation, and Procurement Control Program were reviewed and are discussed in the following paragraphs.

No violations or deviations were identified in this portion of the inspection.

4.

Audit Program and Implementation The purpose of this portion of the inspections was to ascertain whether the licensee has developed a quality assurance (QA) program relating to audits of activities that is in conformance with regulatory requirements and Technical Specifications.

It also was to ascertain whether the licensee is having qualified personnel conduct routine audits, ensuring that activities are in conformance with regulatory requirements, licensee commitments, and industry guides and standards.

In this regard, the NRC inspector reviewed the following documents:

During review of the schedules and procedures, the NRC inspectors found that the scope of the audit program had been defined and appeared consistent with the Technical Specification (TS) requirements.

It also appeared that responsibilities for the audit program were assigned in writirg, and that the audited organization was required to respond in writing to audit findings.

The procedures also included distribution requirements for the audit reports and corrective action responses.

h ing review of the audit packages, the NRC inspectors found that the

coce of the audit and results were clearly defined, the audited crganization's response to findings appeared timely and adequate, and

appropriate followup actions appeared timely and adequate. The audits appeared to be conducted by trained personnel not having direct

responsibility in the area being audited.

The qualifications and records of four lead auditors were reviewed.

Documentation appeared adequate to support education, experience and E

qualification requirements.

g The licensee is required by procedure to perform all TS required audits each calendar year even where the TS requirement may be less frequent.

Because of the 1985 pipe replacement outage, several audits were rescheduled far December 1985.

In that period, it appeared that as many as seven audits were active at one time. Two of the audits selected for review by the NRC inspector were from this period.

It appeared that in spite of the heavy work load, that the audits were thorough and complete. The 1986 schedule showed only three audits scheduled to start in December. The QA specialist who will prepare the 1987 schedule plans to schedule no audits to start in December to allow for schedule slippage.

No violations or deviations were identified in this portion of the inspection.

The NRC inspectors determined that the procurement program was 'in conformance with regulatory requirements and industry standards interviews with QA, warehouse, and. engineering personnel demonstrated a knowledge of applicable procedures and programs. All purchase. orders reviewed were

' prepared in accordance with the appropriate procedures and properly reviewed for compliance with 10 CFR 50 Appendix B and Part 21 requirements.. All materials were purchased from qualified vendors as

. documented..in'an-approved vendors list which is updated monthly.
