Subject: Special Physical Security Inspection No. 50-293/87-30 This letter refers to the special physical security inspection conducted by Messrs. G. C. Smith, R. J. Bailey and W. K. Lancaster of this office on July 13 - 17, 1987, of activities authorized by NRC License No. DPR-35 and to the discussions of our findings held by Mr. Smith with yourself and nembers of your staff at the conclusion of the inspection. This letter also refers to the telephone discussion between Mr. R. Ledgett of your staff and Mr. J. Wiggins of this office on August 14, 198 The purpose of this inspection was to review (1) the status of your security program, (2) allegations relative to deficiencies in your security program, and (3) the circumstances that resulted in the degradation of a vital area barrier. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector The enclosed inspection report identifies two apparent violations of NRC requirements concerning failure to ensure the integrity of a vital area barrier. We are concerned about these apparent violations because they indicate a serious degradation in the implementation of your NRC-approved security plan. As discussed during the telephone conversation between Mr. Ledgett and Mr. Wiggins, the apparent violations will be discussed at an Enforcement Conference at our office in King of Prussia, Pennsylvania at 1:00 p.m. on September 9, 1987. We understand that you will attend this meeting with members of your staff. You should be prepared to discuss the causal factors which led to the apparent violations, as well as the corrective measures you have taken or plan to take to prevent recurrence. In addition, you should be prepared to discuss the event involving the loss of vital area keys that occurred on August 3, 1987.
