, DRP Meeting Summary: A licensee /NRC management meeting was held at Boston Edison Company's Chiltonv111e Training Facility on February 2,1987 to discuss plant status, the status of licensee management systems improvements, NRC Inspection Report 86-41 item status, Mark I containment enhancement and a number of other issues. Members of the Massachusetts Department of Public Health, Massachusetts Civil Defense Agency, Town of Plymouth Advisory Committee on Nuclear Matters, Town of Plymouth Board of Selectmen, and the press attended the meeting, g30gggg h,,

1.0 Purpose The management conference was held at the request of NRC Region I.
The licensee was asked to discuss program improvements and other topics of interest at the plant.
2.0 Meeting Summary The meeting was opened with brief comments by NRC Region I Administrator, Dr. T. Murley, and Boston Edison President and Chief Executive Officer, Mr. S. J. Sweeney. Boston Edison Vice President of Nuclear Operations, A. L. Oxsen, began the presentation with an update of the Itcensee reorganization and staffing status. Subsequent presentations by each section manager addressed the NRC Letter 86-41 item status and individual section plans and progress. NRC regional management requested that i
periodic status reports documenting the progress on NRC Inspection Report l
86-41 items be provided for review by th'e resident inspectors.
The licensee also addressed Master Surveillance Tracking Program adequacy issues and station-wide overtime management.
Licensee progress in these areas will continue to receive close NRC attention.
Dr. Murley praised Boston Edison's initiatives on the primary containment enhancement project and on implementation of expanded fitness for duty testing to include contractors. However, the NRC regional management indicated that lack of clear lines of authority, team work, critical vacancies within the station organization, and timely resolution of bad practices continue to be a problem.
The meeting agenda and visual aids utilized during the presentations are attached for information.
3.0 Concluding Statements Dr. Murley closed the meeting by indicating that the licensee's program improvement efforts appear to be having a positive impact.
Dr. Murley stressed that the plant operations must keep pace with the hardware improvements to achieve overall safety of the plant and gain the public confidence.
NRC requested that the next management meeting be scheduled in April, 198 l i
