MEETING SUMMARY With regard to Notice of Violation B in Inspection Report 50-293/87-04, the BECo staff, acknowledging that improvements were needed in their test program administration, stated they felt they were in compliance with the words and intent of ANSI N 18.7-1976. They took issue with the violation as written and stated that compliance with the ANSI standard was accomplished by each implementing test ' procedure.
Their interpretation was that ANSI 18.7-1976 did not specifically require definitive test program administrative procedures separate from the implementing procedures.
Following a review of the NRC finding, the licensee concurred that more definite program controls should be put in place.
The licensee also stated that more centralized control of testing would be established.
Some of these improvements were presented to the NRC at a management meeting at the Pilgrim Chiltonville Training Facility on February 2,1987, (See Report No. 50-293/87-08). This meeting was held after the conclusion of Inspection No. 50-293/87-04 on January 16, 1987, and before the issuance of the report on March 10, 1987.
The NRC staff agreed that the individual test procedures, to the extent that they were reviewed during Inspection 87-04, were in compliance with administrative requirements of ANSI N 1 c

The staff requested that BEco submit a written response concerning Violation B and in that response state what actions had been taken, or were planned to improve the program, as had been described verbally at the meeting.
These actions would be considered part of the licensee's response and would be evaluated accordingly.
