Inspection on April 19 and 21, 1979 (Report No. 50-289/79-11)
Areas Inspected: Routine, unannounced inspection of plant operations in a cold shutdown condition, including observation of control room activities and review of selected operating logs and records.

Review of Plant Operations in Cold Shutdown a.
Backaround On March 28, 1979, Unit 1 was in hot shutdown in preparation for startup following refueling, when a reactor incident occurred at Unit 2.
Due to the uncertainties associated with the Unic 2 event, its impact upon Unit 1 operation, and the reduction of Unit 1 personnel resources to support Unit 2 incident operations, plant management directed that Unit 1 be taken to cold shutdown.
The plant cool down was completed durfng March 29-30, 1979.
The purpose of this inspection was to verify compliance with Technical Specifi-cation requirements for cold shutdown and to determine the ability to naintain Unit 1 in a stable condition based on satisfactory completion of applicable surveillance testing.

Acceptance criteria for the above review included inspector judgment and requirements of applicable Technical Specifi-cations and facility procedures.
No items of noncompliance were identified.

Inverter and Battery Rooms The following observations aca determinations were made.

Control Roon monitoring instrumentation for various components and parameters was observed on April 19, 1979, including safety and regulating group rods (fully inserted.), decay heat removal temperature (93 F), "A" Ed Cooler outlet temperature (93 F),
pressurize; temperature (85 F), pressurizer level (377 inc'tes), and reactor building pressure (14.2 Psia).

The indicated positions of electrical power supply breakers and selected control board equipment start switches and remote-operated valves were observed.
On April 19, 1979, the 1A DH River Pump, DH Closed Coolinz Pump, and DH Removal Pump were operating.

The Control Beard was observed for annunciators that normally should not be lighted during the existing plant conditions.
The reasons for the annunciators were discussed with control room operators.

Control Room manning was observed on several occasions during the inspection.
The shift turnover at 3:00 p.m.
March 19, 1979 was observed.
Acceptance criteria for the above items included inspector judgment and requirements of 10 CFR 50.54(k), Regulatory Guide 1.114, and applicable Technical Specifications and faci,lity procedures.
No items of noncompliance were identified.

Exit Interview The inspector met with the licensee e resentative (denoted in paragraph 1) after the conel.:#on of the inspection 'n April 23, 1979. The inspector succarized the purpose and scope f the inspection and the findings.
